DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director of the Resource Management Department, the incumbent will perform the following duties:

1) Preparation
This phase would result in 3 main deliverables:
(a) a questionnaire, with the topics to be addressed in the survey;
(b) a list of stakeholders to be surveyed; and
(c) a schedule for the remaining steps of the overall survey.
In order to produce these deliverables, the consultant will interact with senior officials of the WMO, when necessary at the WMO premises. (The deliverables will be finally approved by the WMO Secretary-General.)

2) Conduct of the survey
During this phase, the survey will be conducted by using electronic means (e.g. survey-monkey or a similar product). In addition to using electronic means, it is expected that there will be the need to conduct face-to-face or telephone interviews with selected stakeholders. The incumbent will be responsible for this activity, with IT support provided by the WMO services. (The deliverable of this phase will be the responses from the selected stakeholders.)

3) Analysis of responses and final report
After having analyzed and assessed the responses received, the incumbent will be responsible for preparing a final report outlining the main findings (strength, weaknesses, opportunities, threats) and for making proposals for improvements. This report, which constitutes the main deliverable of this phase, will be presented to and discussed with WMO senior management and finally approved by the WMO Secretary-General. (This approval would complete the work under this engagement.)
QUALIFICATIONS

Education
A university degree in meteorology, hydrology or a closely related subject.

Experience
At least eight years' experience of work in a meteorological service or similar institution at executive management level. Proven ability to analyze complex issues and derive corresponding recommendations.

Other requirements
Knowledge of WMO programmes and activities is a major advantage. Excellent communication and facilitation skills. Excellent drafting skills in English. Ability to work effectively and efficiently with Microsoft Office applications.

Languages
Excellent command (written and oral) of English.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
