DUTIES AND RESPONSIBILITIES

Subject to general directives and supervision of the Director, Resource Management Department, the incumbent will be responsible for the management and the overall operation of the Human Resources Division (HRD) and in particular to:

(a) Develop and assess human resource management strategies, policies and the related regulatory framework;

(b) Provide authoritative advice on the interpretation and application of Staff Rules and Regulations and on correct procedures to be followed. Prepare amendments to Staff Regulations and Rules and related administrative instructions, in accordance with the Organization's policy;

(c) Provide effective and efficient recruitment services;

(d) Manage all functions related to entitlements and benefits in accordance with WMO Rules and Regulations, taking into account relevant provisions applicable in the United Nations common system;

(e) Manage all functions related to social security, including staff insurance policies and Pension Fund matters;

(f) Develop and implement appropriate staff training and development programmes in accordance with organizational needs and policies;

(g) Keep abreast of developments in human resource management policies and practices within the UN common system and ouside it;

(h) Maintain liaison with corresponding offices of the United Nations, of the Specialized Agencies, with the UN Joint Medical Service and, at the appropriate level, with local authorities and Permanent Missions;

(i) Represent the Organization at inter-agency meetings dealing with human resource management matters;

(j) Manage divisional staff to ensure the efficient internal functioning of the Human Resources Division and the effectiveness of the internal processes for which it is responsible, including exploiting IT supporting systems and providing statistics and other personnel data as required;

(k) Carry out any other relevant duties as required.
QUALIFICATIONS

Education
University degree in public or business administration or social sciences or equivalent with human resource management (HRM) as a major subject.

Experience
At least 10 years of progressively responsible experience in human resources management and related administrative work in an international organization, a governmental administration or a non-profit scientific organization with multi-cultural, international exposure. Varied experience in different areas of human resource management (recruitment, policy and procedures, job classification, staff development, salary administration, benefits and entitlements). Demonstrated leadership and supervisory skills and experience in team management. Relevant experience in the United Nations common system is desirable.

Other requirements
High level of conceptual and analytical capacity and facility in the preparation of human resources policies, rules and procedures. Maturity of judgment, resourcefulness, initiative, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds. Demonstrated in-depth knowledge of United Nations Staff Regulations and Rules and of United Nations common system personnel policies. Ability to analyze complex human resources issues and to define pragmatic solutions. Strong interpersonal, communication and persuasion skills. Ability to plan, organize and direct all aspects of the work of the Division. Ability to use Microsoft Office applications. Ability to write correspondence, documents and reports in a clear and concise manner. Knowledge of automated human resources systems.

Languages
Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 81325 (in addition to the net base salary)
