DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director, Resource Management (REM) Department and the direct supervision of the Chief, Procurement, Contract Management and Travel Services (PTS) Division, the incumbent will perform the following duties:

(a) Plan, develop and manage all procurement and contractual aspects of projects of signifîcant compexity related to worldwide procurement of diverse services and commmodities (e.g. meteorological/hydrological instruments for Member States, information technology, vehicles, building facilities and construction/refurbishment/maintenance, office supplies, furnitures, translation and printing services, etc.) taking into account local conditions and conducting market research;

(b) Prepare and issue tenders, conduct/manage bid opening and perform evaluations of bids/proposals, make recommendation for award of contracts to C/PTS and D/REM, as required;

(c) Prepare and present recommendation for award of contracts to the Procurement and Contracts Committee (PCC) in accordance with the threshold established in the Standing Instructions for approval of the Secretary-General;

(d) Act as Secretary of the PCC as required;

(e) Monitor adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations;

(f) Participate in negotiations/interviews with senior supplier representatives; provide support and guidance to the requisitionners at all stages of the procurement cycle;

(g) Attend the Common Procurement Activities Group (CPAG) meetings as required;

(h) Develop and propose new standard procurement guidelines and formats/templates to support procurement activities in line with procurement best practices;

(i) Support and implement REM/PTS internal projects;

(j) Carry out any other relevant duties as required.
QUALIFICATIONS

Education
Advanced university degree in business administration, economics, international relations or a closely related field.

Experience
At least three years of combined national and international progressively responsible experience in procurement-related issues, of which at least two years in an international organization discharging similar procurement duties.

Other requirements
Excellent knowledge of normative and regulatory frameworks used in procurement and contract management activities in the United Nations agencies. Familiarity with the procurement activities of WMO would be an advantage. Knowledge of quantitative methods to measure suppliers' capacity. Knowledge of existing sources of supply, market trends and pricing standards. Ability to express ideas convincingly and concisely both orally and in writing. Ability to draft reports and documents. Sense of responsibility, good judgement, originality of ideas and an ability to work independently and in a team. Excellent communication and analytical skills. Good working knowledge of Microsoft Office, Oracle ERP and e-tendering systems and activity tracking tools. Excellent interpersonal skills. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 50377

Annual post adjustment on initial salary is: US$ 44181 (in addition to the net base salary)
