DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, GEO Secretariat, the incumbent will perform the following duties:

(a) Formulate strategies for the production of a comprehensive stakeholder engagement and outreach programme to support GEO achieve the objectives of the GEO Strategic Plan 2016-2025: Implementing the Global Earth Observation System of Systems (GEOSS). Conduct assessments of external trends; analyse GEO's strengths and weakness from stakeholder's perspective; identify challenges and emerging issues; frame recommendations for external and internal engagement solutions and opportunities;

(b) Translate GEO's engagement strategy into an actionable and quantitative plan; identify key strategic partners and stakeholder groups and prioritize opportunities for engagement, including key venues, distribution of roles and responsibilities among GEO members, participating organizations and Secretariat staff;

(c) In line with the GEO Strategic Plan, ensure engagement activities:

(i) Foster increased collaboration across the GEO community (GEO members, participating organizations and affiliates) to ensure focus, alignment and strengthen involvement;

(ii) Further the expansion of an active GEO community;

(iii) Promote growth of contributions (both financial and human) required to support the GEO Work Programme foundational activities and GEO global initiatives;

(d) Design and implement engagement activities to increase and facilitate commercial sector involvement into the GEO Programme, including commercial sector forums and targeted outreach campaigns;

(e) Oversee the development and implementation of strategic communications tailored to target audiences and strategic partners to build, enhance and maintain relations;

(f) Evaluate outreach outcomes and assess impacts and promote a cycle of continuous improvement in the GEO's engagement activities;

(g) Carry out other related duties, as required.
QUALIFICATIONS

Education
Advanced university degree (Masters or equivalent) in business administration, business strategy, international relations, political science or economics. Additional qualifications in Environmental Sciences are desirable.

Experience
At least 10 years of combined national and international progressively responsible experience managing external relations, stakeholder engagement and communications, preferably both in public and private sectors. Experience in formulating outreach strategy and policy formulations at a high level.

Other requirements
Excellent knowledge of Microsoft Office applications. A solid understanding of the political environment of GEO; ability to think strategically, to identify key issues and related policy implications; strong analytical and policy development skills relevant to the GEO outreach campaign and proven ability to analyse information, develop sound policy options and recommendations; excellent communication skills (written and oral) and ability to make clear, concise and articulate presentations to senior officials and convincingly argue one's position; ability to establish and maintain effective working relationships both inside and outside the GEO Secretariat.

Languages
Excellent knowledge of English. Knowledge of other working and/or official languages of the WMO Secretariat would be an advantage. Note: The working language of the GEO Secretariat is English.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal within the GEO Secretariat only pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 81603 (in addition to the net base salary)
