DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief, Basic Systems in Hydrology (BSH) Division, the incumbent is responsible for supporting the operations of the Global Hydrometry Support Facility (GHSF). This facility supports implementation of hydrometric observing systems and catalyses uptake of innovative methods and technology into the former. The incumbent will perform the following duties:

(a) Assist in administering the World Hydrological Cycle Observing System (WHYCOS) programme and its Hydrological Cycle Observing System (HYCOS) components;

(b) Provide backstopping for ongoing HYCOS projects;

(c) Operate the GHSF Helpdesk;

(d) Support and catalyse the implementation of the Hydrological Services Information Platform in close cooperation with the WMO country profile database;

(e) Provide secretariat support for GHSF and the GHSF Advisory Council;

(f) Assist in building consortia to implement innovative HYCOS projects;

(g) Support the review process for GHSF innovation calls;

(h) Update and administer the GHSF website;

(i) Assist in implementing the WHYCOS review recommendations;

(j) Liaise with relevant donors, international organizations, river basin commissions and other regional bodies;

(k) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Bachelor's degree or equivalent in administration, management, environmental sciences, hydrology, meteorology, geography or a closely related field.

Experience
At least three years of combined national and international progressively responsible experience in data analysis and management, hydrometry, outreach and communication or project management. Knowledge of water-related international programmes with experience in organizing meetings, drafting and reviewing of technical reports and project documents.

Other requirements
Sense of responsibility, maturity of judgement, initiative, originality of ideas and an ability to work independently and in a team. Proven ability to write reports and documents. Excellent written and oral communication, interpersonal and analytical skills. Some knowledge of the activities of WMO or other United Nations agencies. Excellent knowledge of Microsoft Office applications. Ability to work in a multicultural environment and foster team spirit.

Languages
Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The position is limited to the duration of the project, which is 31 December 2019, and is funded from extrabudgetary resources. Renewal or extension of the position depends on the availability of funds and satisfactory performance after an initial probationary period of one year, which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 50377

Annual post adjustment on initial salary is: US$ 43274 (in addition to the net base salary)
