DUTIES AND RESPONSIBILITIES

Under the overall guidance and supervision of the Director of the Development and Regional Activities (DRA) Department, and as the Director for the Office for Resource Mobilization and Development Partnerships, the incumbent will work in collaboration with the relevant staff of the DRA Department, other WMO staff, funding agencies and partners and will perform the following duties:

(a) Manage and develop successfully the activities and staff of the Office for Resource Mobilization and Development Partnerships to enhance the level of externally funded development projects in the Member countries and develop a WMO resource mobilization strategy;

(b) Build partnership relationships with other organizations and institutions leading to successful applications for funding using know-how and experience of other WMO departments in a cross-cutting manner to strengthen the project proposals;

(c) Develop close relationships with key funding agencies and systematic maintenance of these relationships, and build the WMO funding agency database;

(d) Promote methodologies to calculate the socioeconomic benefits of hydrometeorological infrastructure, services and know-how with the aid of appropriate experts;

(e) Liaise with WMO Members, to inform them of WMO activities and to assist them in their efforts to strengthen their Services;

(f) Coordinate the Voluntary Cooperation Programme (VCP) including the required reporting and support to meetings;

(g) Work in collaboration with WMO Regional Offices and WMO technical departments to prepare funding proposals;

(h) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Post-graduate university degree or equivalent in management, marketing, engineering or physical science.

Experience
A minimum of twelve years of combined national and international progressively responsible experience of which five years in resource mobilization from various funding agencies, project/programme design, negotiation, marketing and partnership relation building. Ability to coordinate feasibility studies to demonstrate/calculate the socioeconomic value of the hydrometeorological infrastructure, services and know-how. Several years' experience in management/leadership with successful results. Knowledge of National Meteorological and Hydrological Services (NMHSs) and their activities. Knowledge of activities at the international level. Familiarity with the procedures in the United Nations system and relevant funding agencies, and with the structure and working procedures of WMO.

Other requirements
Demonstrated managerial skills, including the ability to deal with budget preparation and control. Sense of responsibility, maturity of judgment, initiative, originality of ideas, ability to plan, organize and manage. Excellent interpersonal skills. Ability to write clearly and succinctly. Knowledge/experience in using computers. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 106023

Annual post adjustment on initial salary is: US$ 85561 (in addition to the net base salary)
