DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, GEO Secretariat, the incumbent will perform the following duties:

(a) Coordinate GEOGLAM programmatic undertakings to:

(i) Keep stakeholders informed of progress and activities which may impact their interest with GEOGLAM implementation, including regular reporting to the GEOGLAM Advisory Committee, and on behalf of the GEOGLAM Implementation Team, prepare draft reports to the GEO Executive Committee and Plenary;

(ii) Develop criteria and pathways for participation of countries in GEOGLAM, and assure representation of participating countries in GEOGLAM implementation;

(iii) Interface with the Committee on Earth Observation Satellites (CEOS) Space Data Coordination Group (SDCG) to assure ongoing data supply supporting the requirements of participating countries towards promoting a cohesive and systematic approach;

(iv) Interface with the science community to ensure that a GEOGLAM Methods and Guidelines document is developed, published and updated;

(v) Interface with the science community to ensure coordinated research and development (R&D) activities are conducted and results incorporated in the Methods and Guidelines document to ensure effective dissemination of information activities;

(vi) Coordinate and implement capacity-building activities with countries, donors and implementation agencies, and in coordination with international capacity-building programmes, including those involved in agricultural statistics;

(b) Coordinate external relations with donor, intergovernmental and potential host organizations to:

(i) Negotiate with potential donor organizations to assure adequate funding for R&D, product development and capacity-building activities;

(ii) Develop institutional agreements for long-term hosting;

(c) Manage the GEOGLAM Office staff in accordance with GEO practices;

(d) Manage the GEOGLAM Office's budget and human resource requirements;

(e) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in remote sensing, agricultural science or a closely related field. A Ph.D. would be an advantage.

Experience
At least 10 years of combined national and international progressively responsible experience in programme, project and financial management, and stakeholder engagement and communications, preferably both in public and private sectors. Proven experience in the use of remote sensing data and familiarity with issues pertaining to acquisition and provision. Proven diplomatic and negotiation skills with experience in developing high-level international agreements. Experience in formulating and supervising budget and cost monitoring and reporting. Experience with planning, organizing and coordinating technical meetings and training events.

Other requirements
High sense of integrity, responsibility, maturity of judgment, initiative and creativity. Excellent managerial, supervisory, negotiation and organizational skills. Excellent communication, presentation and interpersonal skills. Ability to analyse and evaluate scientific and technical needs and requirements. Ability to draft reports, correspondence and documents clearly and succinctly in English. Demonstrated ability to plan, organize and manage multiple workloads. Familiarity with the United Nations system and their processes. Excellent knowledge of Microsoft Office applications. Familiarity with the work of the GEO Secretariat would be an advantage. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other working and/or official languages of the WMO Secretariat would be an advantage. Note: the working language of the GEO Secretariat is English.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal within the GEO Secretariat only pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 75205 (in addition to the net base salary)
