DUTIES AND RESPONSIBILITIES

The temporary, part-time Consultant will work on the "HIGH impact Weather Lake System (HIGHWAY)" Project, a Department for International Development (DFID) funded project under the Weather and Climate Information SERvices for Africa (WISER) programme. The expected outcome of the HIGHWAY project is: Increased access to and use of co-designed and sustainable early warning systems to inform regional, national, sub-national and community level planning and decision-making in the East African region. The Highway Project will expand on existing projects (such as the Multi Hazard Early Warning Services (MHEWS) project in Tanzania, Aircraft Meteorological Data Relay (AMDAR) implementation in Kenya as well as the Severe Weather Forecast Demonstration Project (SWFDP) for Eastern Africa) to provide downscaled weather forecasts and severe weather warnings for communities and stakeholder groups in the East African region. At the end of the project, an accessible and operational and sustainable regional Early Warning System will be in place based on a regionally agreed institutional framework, which can be replicated in the continent.

Under the overall supervision of the Director of WWRP, and in collaboration with the AMCOMET Secretariat and WMO Regional Office for Eastern and Southern Africa, the incumbents will be requested to work on selected aspects of the projects, which will include some or a combination of the following:
1. Support the discussions with relevant stakeholders to ensure the sustainability of investments beyond the life of the project, and supporting the development of socio-economic benefit assessment and of business-plan for future sustainability;
2. Provide expert advice and guidance in the fields of early warning systems (hours to days), using remotes sensing data sources (such as satellite, lightning and radar data), other surface and upper air observations and numerical weather prediction products to enhance and/or co-design new early warning products with the local user communities;
3. Provide guidance and leadership to organize and/or participate in a mini-field campaign in order to understand and predict threatening weather events;
4. Provide guidance on the improvement or enhancement of local observations systems, including data communication practices;
5. Provide training on new and/or enhanced products and tools for early warning systems and provide guidance to post graduate students in the fields related to the project;
6. Provide inputs to recommendations for best observations and practices for EWS based on the experience during the project, which would ensure sustainability;
7. Collaborate and maintain regular communication with the Project Manager and other stakeholders to achieve the goals of the project; including facilitating interactions between the met and user community in East Africa to ensure uptake of new and improved products and services developed within the project;
8. Provide progress reports to the project Steering Committee, including technical and financial aspects of the project and its related activities; and
9. Attend project workshops, training events and/or meetings during the lifetime of the project in relevant locations, but mostly in East Africa;
10. As appropriate, explore possibility of additional and/or complementary funding sources for enhancement of the work done during this project;
11. Carry out other relevant duties as required.
QUALIFICATIONS

Education
A Master's degree or higher in an environmental science, meteorology or equivalent, or social and economic sciences relevant to the project.

Experience
At least five years of experience working in developing or implementing socio-economic, technical or scientific aspects related to the development of Early Warning Systems. Exposure to coordination of international projects will be an advantage.

Other requirements
Good communication skills, as well as desire and ability to work effectively in an environment with diverse cultural backgrounds. Proficient in Microsoft Office applications. Willingness and capacity to undertake travel.

Languages
Excellent command (written and oral) of the English language.

Consultants will be engaged throughout the lifetime of the project. Consultancy period will vary depending on assignment. Salary level will be commensurate with deliverables and experience.
