DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, WMO Information System (WIS) Branch, the incumbent is responsible for supervising the work of the Data Representation, Metadata and Monitoring (DRMM) Division. In particular, the incumbent will perform the following duties:

(a) Take a lead role as related to the global planning and implementation of Part B of WIS (i.e., an extension of the information services through flexible data discovery, access and retrieval services to authorized users, as well as flexible timely delivery services), and the World Weather Watch (WWW) Data Management (WWW/DM) programmes, with special emphasis on data representation, description, exchange, storage and retrieval technology;

(b) Take a lead role as related to the global planning and implementation of Part C of the WMO Information System (WMO Data and Information Management), and Services activities of all technical commissions of WMO (especially expert teams related to observation and information systems, exchange of data);

(c) Support the Information Systems and Services activities of the six WMO Regional Associations;

(d) Promote and facilitate the application of WIS to support all relevant programmes and initiatives of WMO, especially the information system requirements of the Global Framework for Climate Services (GFCS), weather and climate induced Disaster Risk Reduction (DRR);

(e) Provide technical advice and expertise to technical cooperation projects, especially the capacity-building projects in developing and least developed countries, in the field of data management in collaboration with relevant programmes, and in the organization and execution of related training courses;

(f) Coordinate, within the framework of WIS, the development and operational implementation of performance monitoring functions of weather, climate, water and relevant environmental information systems and the regular publication of their results, as well as initiation of follow-up actions;

(g) Contribute to the development and implementation of the WMO Integrated Global Observing System (WIGOS), especially by developing metadata standards for all WMO observing systems and co-sponsored observing systems, including the Global Climate Observing System (GCOS), the Global Ocean Observing System (GOOS) and the Global Terrestrial Observing System (GTOS);

(h) Keep abreast of international data management standards and procedures and maintain up-to-date regulatory and guidance materials, get programme requirements on metadata standards, and liaise with the Open Geospatial Consortium (OGC), the Group on Earth Observations (GEO) and International Organization for Standardization (ISO) and collaborate with other international organizations in relevant matters;

(i) Keep abreast of the development of, and promote the introduction of, suitable new information and communication technology, procedures and methodology;

(j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in Earth Science or Information and Communication Technology or a closely related field. A Doctorate or equivalent would be an advantage.

Experience
At least 10 years of combined national and international progressively responsible experience in managing information and communication technology operations and systems in a National Meteorological and Hydrological Service (NMHS) or similar organization, of which at least five years at a senior level.

Other requirements
Comprehensive and up-to-date knowledge of national and international Earth observation and monitoring programmes. Good understanding of Information Systems and Services. Excellent coordination skills. Experience negotiating and monitoring budgets. Good leadership and management skills. Proven ability to draft documents and reports. Maturity of judgment, sense of responsibility, demonstrated talent and ability to coordinate large international projects in cooperation with national and international research programmes and partners. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 69270 (in addition to the net base salary)
