DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Information Technology and Common Services Division, the incumbent will perform the following duties:

(a) Ensure that ICT services are delivered to both WMO staff and other occupants of the WMO building in compliance with performance Service Level Agreements (SLA) and that the agreed service level is delivered;

(b) Ensure ongoing improvement in the delivery of Information and Communication Technology (ICT) services, and appropriate handling of service-related exceptions and escalations;

(c) Manage vendors and vendor contracts (in cooperation with the Procurement, Contract Management and Travel Services Division (PCTD)); participate in negotiations with external vendors and partners to ensure cost-effective contracts;

(d) Maintain an infrastructure technology roadmap for the organization and serve as technical adviser in the selection of new and evolving ICT solutions. Make recommendations for their implementation in response to current and future business requirements;

(e) Maintain regular formal and informal communications with users, organization management and ITCSD colleagues;

(f) Manage requests and resolve issues coming from WMO staff and other stakeholders;

(g) Lead, coach and develop a team of IT professionals to ensure day-to-day delivery of infrastructure services in support of the WMO;

(h) Work collaboratively with colleagues to achieve organizational goals in accordance with standard operating procedures and in compliance with organizational regulations and rules;

(i) Chair the Change Advisory Board (CAB);

(j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in Electrical Engineering, Management Information Systems, Computer Science or a closely related field.

Experience
At least eight years of combined national and international progressively responsible experience providing IT enterprise solutions, to include service desk, application hosting, voice and data networks, security and information protection. Experience of leading overall infrastructure for a complex organization. Extensive experience with Microsoft and Linux stacks, Storage Area Networks (SAN) and related technologies, application desktop and server virtualization, desktop management and application distribution, directory service management, cloud computing including Google, Office 365, AWS, Azure, multi-vendor network communications technology, high availability and disaster recovery architecture and converged IT and Building Automation Systems.


Other requirements
Excellent analytical, problem solving and coordinating skills. Maturity of judgment, sense of responsibility, demonstrated ability to plan, organize and manage simultaneously numerous tasks collaboratively with others and with minimal supervision. Excellent interpersonal skills. Experience in writing requirements, statements of work, operating procedures, proposals, product descriptions, user acceptance test scenarios and project-related documentation. Sound knowledge of WMO Programmes and activities would be an advantage. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 63098 (in addition to the net base salary)
