DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief, Data-processing and Forecasting System (DPFS) Division, the incumbent will perform the following duties:

(a) Coordinate scientific and technical aspects of the development, implementation, planning, design, standardization and efficient operation of the seamless Earth System data-processing and forecasting system, especially its operational platform;

(b) Provide support to bodies established by the World Meteorological Congress and the Executive Council (EC) on all aspects related to the seamless data-processing and forecasting system, such as the EC Steering Group for the Seamless Global Data-processing and Forecasting System and its working structures;

(c) Provide support to the development, implementation and operation of the WMO Global Data-processing and Forecasting System (GDPFS) and Emergency Response Activities (ERA) on all aspects related to seamless Data-processing and Forecasting System, including monitoring activities of GDPFS designated centres and organizing related auditing activities for their compliance with the designated requirements;

(d) Maintain close liaison and periodically report to international bodies and programmes, Members and other stakeholders (e.g., Internal Atomic Energy Agency (IAEA), Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), International Civil Aviation Organization (ICAO), etc.) in implementing the seamless data-processing and forecasting system;

(e) Maintain close technical liaisons with WMO Technical Commissions, WMO and co-sponsored Programmes;

(f) In coordination with the Office for Resource Mobilization and Development Partnerships (RMDP), develop proposals for funding opportunities for the implementation of seamless data-processing and forecasting system activities;

(g) Prepare relevant scientific and technical reports, studies and documents and integrate amendments to the Manual on GDPFS (WMO No. 485);

(h) Participate proactively in the preparation of the departmental budget;

(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology or physics, or a closely related field. A Doctorate or equivalent would be an advantage.

Experience
At least eight years of combined national and international progressively responsible experience in managing operational forecasting systems and/or in data processing and forecasting systems including in application areas, data management, design and service delivery aspects. Experience in the evolution of forecasting systems, observing systems, the development of best practices and the development of user required products. Proven experience in project management and in organizing and coordinating meetings and conferences.

Other requirements
Sense of integrity, responsibility, maturity of judgment, initiative and creativity. Excellent organizational, interpersonal, analytical and communication skills. Ability to draft reports, correspondence and documents. Demonstrated ability to plan, organize and manage multiple workloads. Ability to work independently and in a team. Familiarity with the work of WMO, technical commissions, regional associations and, in particular, the Commission for Basic Systems (CBS) would be an advantage. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 63098 (in addition to the net base salary)
