DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Administrative Services Department, the incumbent is responsible for the overall management and control of the financial operations of WMO. In particular, the incumbent will perform the following duties:
(a) Supervise and direct the provision of financial and treasury services, the maintenance of the related documents and records;
(b) Provide authoritative advice to senior management in regard to financial practices;
(c) Develop and implement financial regulations, rules, procedures, standards and plans to ensure correct practices and adequate control;
(d) Perform as the Approving Officer to review and approve payments in respect of financial transactions;
(e) Draft documents and service Congress, the Executive Council, the Financial Advisory Committee and the Audit Committee on financial matters;
(f) Prepare the annual financial statements of WMO according to IPSAS in time and of a high quality;
(g) Prepare financial statements for voluntary contributions;
(h) Establish and maintain high quality of accounting processes;
(i) Advise on financial aspects of agreements, contracts, and project documents to which WMO subscribes;
(j) Provide the External and Internal Auditors with information of a financial nature required during the conduct of their work and prepare replies to audit observations, effectively address recommendations and issues;
(k) Closely cooperate with internal divisions and offices, in particular with the Budget Division, Information Technology Services Division, Human Resources Division and Internal Oversight Office;
(l) Take part in inter-agency and external meetings dealing with finance;
(m) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master’s degree or equivalent in Accounting, Finance, Business Administration or a closely related field, coupled with professional certification (i.e. Certified Public Accountant).

Experience
At least 10 years of progressively responsible experience in accounting, finance, and general administration, including at least five years in an international organization. Demonstrated knowledge and proven hands-on experience of the International Public Sector Accounting Standards (IPSAS). Experience in the implementation of an ERP system and/or experience in the operational use of Oracle Financials and/or similar systems are definite advantages.

Other requirements
High sense of integrity, responsibility, maturity of judgment, quality orientation and accuracy. Ability to plan, organize and supervise the work of staff and teams and to work in a multicultural environment and able to foster team spirit. Ability to play an active role as part of a management team. Ability and propensity to use computer technology to improve efficiency and quality of work. Ability to write clearly and succinctly. Familiarity with the United Nations Regulations, Rules and Procedures pertaining to financial and related areas would be an advantage.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 65283 (in addition to the net base salary)
