DUTIES AND RESPONSIBILITIES

The incumbent will work on projects related, but not limited, to the Flood Forecasting Initiative (FFI), the Global Hydrometry Support Facility (HydroHub), the Hydrological Status and Outlook System (HydroSOS) or any other project containing hydrological components. Under the overall guidance of the Director, Climate and Water (CLW) Department and under the direct supervision of the Chief of the relevant Division in the Hydrology and Water Resources (HWR) Branch, the incumbent will perform the following duties:

(a) Programme technical support

(i) Participate in the conceptualization and development of tools and platforms for communities of users on Flood and Drought Forecasting; and support the formulation of strategies for assessing hydrological capabilities of National Meteorological and Hydrological Services (NMHS), as required by end-to-end Early Warning Systems for Flood Forecasting projects of HWR;

(ii) Support the development of operational systems for hydrometry and water monitoring as well as innovative approaches to hydrological data management and exchange;

(iii) Provide backstopping for the implementation of a system capable of indicating the current global hydrological status and assessing its variability from short-term to seasonal prediction;

(b) Project implementation support

(i) Plan and manage projects on a day-to-day basis, to support implementation at the regional and national level;

(ii) Ensure timely and on-budget delivery of planned project components, monitoring and reporting on the progress of implementation, and liaising with the relevant focal points from the regional and/or national implementation and execution partners;

(iii) Liaise with appropriate WMO departments and units to obtain relevant inputs during project design and implementation as requested by the project;

(iv) Coordinate communication with all project partners, relevant stakeholders, and financing partners;

(v) Provide oversight on the detailed Monitoring and Evaluation Framework developed jointly by project partners;

(vi) Prepare relevant documentation for the WMO Project Management Board (PMB);

(c) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in hydrology, water resources management, disaster risk management, engineering or a closely related field.

Experience
At least five years of national and international progressively responsible experience in project development, implementation or management, of which a minimum of two years in an international organization. Experience in operational hydrology, hydrological modelling, water-related disaster risk reduction (DRR), hydrological and/or climate services, water resources management, and use of hydrological and hydro-climatic information in decision-making. Experience writing project proposals. Experience implementing capacity development activities, particularly in developing countries, including logistical and organizational aspects. Good understanding of the mechanisms of funding agencies would be an asset.


Other requirements
Some knowledge of WMO programmes and activities, other international organizations and international finance institutions in hydrological forecasting and early warning systems. Demonstrated experience in capacity building, project management, planning and coordinating. Strong sense of responsibility, maturity of judgement, and initiative. Experience writing and revising technical documents and reports. Good analytical and communication skills. Ability to work in a multicultural environment and to foster diversity and team spirit.


Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

The appointment and its duration are limited to the duration of the specific project to which the applicant is engaged. This will generally be for not less than two years. Conversion to another type of appointment is not possible. Excellent performers may be recommended for future projects.
