DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Climate Prediction and Adaptation (CLPA) Branch, Climate and Water (CLW) Department, the incumbent will be responsible for the efficient operation of the World Climate Applications and Services (WCAS) Division. WCAS plans, coordinates and implements, in cooperation with other Divisions and Departments, the World Climate Services Programme (WCSP) and its contribution to the World Climate Programme (WCP) and Global Framework for Climate Services (GFCS) under the overall guidance of the Commission for Climatology. The Chief of the WCAS Division is responsible for:

(a) Support to WMO climate-related governance functions: Develop documents and provide support for WMO Executive Council sessions, and meetings of its subsidiary bodies, and for the World Meteorological Congress on climate-related matters. Contribute to the preparation and organization of WMO Technical Commission and Regional Association sessions and the sessions of their climate-related subsidiary working structures;

(b) Implementation of climate services: Promote the delivery of gender-sensitive climate services at country level in climate-sensitive sectors through the implementation of the Climate Services Information System at sub-regional scales (CSIS-R), with particular focus on hydrological, agricultural meteorological, energy, health-related, disaster reduction and urban services in close cooperation with the relevant WMO departments and units. Lead support to Regional Climate Centre (RCC) implementation in different regions, including scoping, implementation planning and demonstration phases of new RCCs; promote cross-RCC exchange of knowledge, experience and good practices. Lead WMO support to sustaining and advancing Regional Climate Outlook Forums (RCOFs) and Regional Climate Forums (RCFs) as vehicles for coordination and support of CSIS-R implementation. Liaise with, and coordinate the efforts of, WMO Global Producing Centres of Long Range Forecasts, National Meteorological and Hydrological Services (NMHSs) and other specialized cooperating centres to support CSIS-R implementation with country-level delivery of services. Promote the implementation of operational forecast systems on sub-seasonal, seasonal, and decadal timescales, and increased access to regionally-validated and harmonized climate change projections for decision-support. Promote identification of, and response to, climate services information needs of country level stakeholders, including through National Climate Forums. Identify research requirements for strengthening operational climate services information systems and work with the research community through WMO and co-sponsored programme structures to address them. Identify and implement solutions for addressing climate services capacity development requirements, including through further enhancement and deployment of the Climate Services Toolkit, promoting peer-to-peer support between National Meteorological and Hydrological Services, development of guidance materials, and training programmes;

(c) Advancement of climate prediction and adaptation practices: Lead development of guidelines and standards for Member implementation of climate services. Contribute to the development of WMO normative and regulatory material related to the establishment of operational climate services information systems. Coordinate WCSP outputs and work plans with those of the other WCP constituent programmes: the Global Climate Observing System, the World Climate Research Programme, and the Programme of Research on Climate Change Vulnerability, Impacts and Adaptation;

(d) Advancement of the climate-related United Nations high-level policy agenda and joint action: Coordinate quarterly WMO Updates on El Niño and La Niña. Lead the establishment of sustainable operational arrangements for the Global Seasonal Climate Update (GSCU). Facilitate uptake of WMO El Niño/La Niña updates and the GSCU by the United Nations System and access by the public, including relevant linkages to the WMO public website. Lead on climate services-related matters in partnership arrangements such as with the United Nations Framework Convention on Climate Change, the Green Climate Fund, and other partners;

(e) Networking and partnerships: Engage directors, programme managers and other Secretariat colleagues as contributors to, and partners in, WMO outreach. Engage NMHSs, in particular through the network of Information and Public Affairs Focal Points, and other members of the WMO community, in common WMO communication activities. Develop partnerships with United Nations agencies, other institutions and media groups and associations (including weather presenters). Strengthen internal Secretariat communications and training opportunities for staff on communication skills. Identify potential interns, Junior Professional Officers, secondments and other opportunities for strengthening CLPA's capacity;

(f) Management: Manage the WCAS Division, including work plans, budget, staff recruitment and oversight, seconded experts, consultants and interns and reports. Mobilize extra-budgetary resources and lead implementation of extra-budgetary funded projects (work plans, guidance, implementation and monitoring) under WCAS responsibility. Contribute to WMO management through participation in WMO management processes. Act as the CLPA Director during the Director's absences;

(g) Public outreach: Support the communication needs of the Secretary-General and Executive Management. Design and lead WMO communication campaigns, including World Meteorological Days. Maintain high-level contacts with governments, academics, and senior editors. Oversee and guide the WCSP-related content of the public website, press outreach, the WMO Bulletin, the WMO Annual Report, print materials, social media, video and multi-media productions, and other core outreach activities. Manage crisis communications when and if necessary to protect the image and credibility of WMO. Staff the WMO Web Integration Team. Ensure that all departments adhere to WMO branding and messaging. Ensure that products developed by departments meet WMO quality standards;

(h) Enhancement of institutional capacity: Represent WMO on climate services-related matters in diverse international contexts, including media interaction. Mobilize and leverage extra-budgetary resources and design and manage projects for climate services implementation. Identify and enhance access to WMO experts for the provision of technical advisory services to WMO partner organizations on aspects related to climate services;

(i) Professional development: Participate in relevant training courses offered by WMO. Keep abreast of emerging scientific and technological advances in climate research and services;

(j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Masters of Science or equivalent in climatology, meteorology or relevant scientific field and a specialization in climatology. A Doctorate or equivalent would be an advantage.

Experience
At least 10 years of combined national and international progressively responsible experience at an operational and/or management level. Experience in organizing and coordinating programmes and projects within a National Meteorological Service, climate institute or United Nations international organization. Experience monitoring budgets as well as writing reports, documents and correspondence on technical climatological subjects.

Other requirements
Knowledge of international coordination mechanisms and initiatives related to the production, availability and use of weather, hydrological, and climate information and services. Ability to organize complex, multi-stakeholder processes, including in diverse regional and country settings. Sense of responsibility, maturity of judgement, initiative and creativity. Ability to write reports, documents and correspondence clearly and succinctly in English. Excellent managerial and supervisory skills as well as interpersonal and communication skills. Good working knowledge of Microsoft Office applications. Familiarity with the work of WMO would be an advantage. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 65932 (in addition to the net base salary)
