DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Development and Regional Activities (DRA) Department and under the supervision of the Director, Regional Office for Africa (ROA), the incumbent will perform the following duties:

(a) Contribute to, and participate in, the planning, development and implementation of the Strategic Action Plans and Programmes for enhancing the contribution of National Meteorological and Hydrological Services (NMHSs) of Least Developed Countries (LDCs) including Small Island Developing States (SIDS) and Members Island Territories (MITs) in Africa to the socioeconomic development of the respective countries;

(b) Take initiative and participate in the mobilization of resources for implementing projects in support of the NMHSs of LDCs in Africa through contacts and negotiations with funding agencies, cooperating partners and other United Nations system agencies, as appropriate;

(c) Develop and organize capacity development activities for NMHSs in LDCs Africa in the areas of leadership, management, strategic planning, resource mobilization, marketing and communication;

(d) Coordinate the activities of the Secretariat for the AMCOMET (African Ministerial Conference on Meteorology) including the development and implementation of programmes and projects stemming from the Implementation and Resource Mobilization Plan (IRMP) of the Integrated African Strategy on Meteorology (Weather and Climate Services) and ensure that proposals are developed with technical teams and relevant stakeholders;

(e) Liaise closely with the WMO Office for North, Central and West Africa (NCWA) in Abuja, the WMO Office for Eastern and Southern Africa (ESA) in Nairobi, the Regional Economic Communities (RECs), the African Union Commission (AUC), the Africa Union (AU) Member States and with relevant WMO technical departments in the implementation of AMCOMET programmes and projects;

(f) Support the Director, Regional Office for Africa (D/ROA) in the implementation of the WMO Strategic Plan, preparation of documents, the Annual Report and web pages;

(g) Provide support to D/ROA in preparing WMO inputs to relevant United Nations Secretary-General's reports relating to Africa, LDCs including SIDS and MITs in Africa, among others; and, in planning and coordinating the establishment, development and maintenance of the WMO Country Profile Database (CPDB);

(h) Prepare documents for Congress, the Executive Council, regional associations, technical commissions and subsidiary bodies, and other public information materials for the WMO Bulletin, regional newsletters and other publications, on matters concerning the WMO Programme for the LDCs, support for the SIDS and MITs in Africa, and other related matters;

(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master of Science or equivalent in meteorology, hydrology or environmental related sciences from a recognized university.

Experience
At least eight years of combined national and international progressively responsible experience in operational activities and management in a National Meteorological and Hydrological Service (NMHS), National Environmental Service or related area. At least five years of relevant experience in technical cooperation activities in an international environment, particularly in the areas of project/programme design, development and management, and resource mobilization.

Other requirements
Familiarity with policies and plans associated with the United Nations programmes, the Least Developed Countries (LDCs) and Small Island Developing States (SIDS) agenda, the Sendai Framework and the Paris Agreement is essential. Familiarity with strategic and operational planning. Proven project management experience and demonstrated delivery of capacity-development projects and initiatives. Sense of responsibility, initiative, organization and management as well as maturity of judgement. Good managerial, supervisory and communication skills. Proven ability to draft reports and documents. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 31008 (in addition to the net base salary)
