DUTIES AND RESPONSIBILITIES

Under the overall directives of the Secretary-General and in close collaboration with the Director of the Regional Office for the Americas as well as the Director of the Development and Regional Activities (DRA) Department, the incumbent is responsible for the efficient operation of the WMO Representative Office in the WMO Region IV (North America, Central America and the Caribbean) and ensures that the Office carries out its work as an integral part of the Secretariat and in collaboration with the other WMO departments/offices. The incumbent will perform the following duties:

(a) Contribute to the implementation of resource mobilization activities within the region in coordination with WMO technical departments and through collaboration with regional and international organizations, including regional development banks and development partners;

(b) Assist Members in the region in the preparation of Strategic Development Plans, identification of requirements and resources for the further strengthening and development of the National Meteorological and Hydrological Services (NMHSs) and in the formulation of relevant project proposals including implementation in support of the Services, and to further maintain updated country profiles;

(c) Participate in the organization of sessions of the regional association and follow-up actions in the implementation of decisions with regard to the implementation of the agreed regional programme of activities. Contribute to the preparation of documents for the Executive Council and Congress within the mandate of the DRA Department. In conjunction with the Director of the Regional Office for the Americas, promote interregional coordination of Regional Association IV with Regional Associations III (South America) and V (South-West Pacific), especially with a view to addressing the specific needs of any Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Member Island Territories (MITs) in these Regions;

(d) Establish partnerships and work with regional and subregional groups, including Caribbean Community (CARICOM), Caribbean Meteorological Organization (CIMO), Organization of Eastern Caribbean State, the African, Caribbean and Pacific Group of States (ACP) in the implementation of meteorological, hydrological, and environmental programmes and attend their meetings, as appropriate. Provide technical support in the organization of the annual meetings of Ibero-American Directors/Heads of NMHSs and similar gatherings;

(e) Support the organization of WMO regional events such as seminars, workshops, technical conferences and other activities planned by the technical departments and participate, as necessary, in these events. Some of these include the work of the RA IV Management Group, working groups and in particular the RA IV Hurricane Committee. Provide support to training events at the Regional Training Centre (RTC) and assist the Education and Training (ETR) Office in the management of WMO Fellows;

(f) Represent WMO at meetings in countries in the subregion, in particular, be a Member of the any United Nations Interagency Groups and participate in high-level meetings of the United Nations System in the region;

(g) Carry out the financial and administrative functions of the WMO Office in San José;

(h) Support the president and vice-president of Regional Association IV in their duties;

(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, hydrology or environmental-related sciences or international relations from a recognized university. A Doctorate or equivalent would be an advantage.

Experience
At least eight years of combined national and international progressively responsible experience in operational activities and management in a National Meteorological and Hydrological Service (NMHS) or related National Government entity. At least five years of relevant experience in technical cooperation activities in an international organization, particularly in the areas of project/programme design, development and management, and resource mobilization.

Other requirements
Awareness of the political and development situation in the Region. Thorough knowledge of international cooperation issues, WMO Programmes and their regional components as well as of the needs of the WMO Members with respect to adequacy of weather water and climate services at regional and national level. Ability to analyse information, guidelines and procedures to meet the objectives of the Regional Programme and capacity development activities. Demonstrated ability to manage the activities of a field office. Ability to take initiatives and identify opportunities, while advancing the interests of WMO and develop innovative ways of coordination. Proven ability to draft reports, documents and support international meetings. Excellent managerial skills including budget planning and control. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English and Spanish. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 21497 (in addition to the net base salary)
