DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Technical Support Coordination Office (D/TSC) and the direct supervision of the Extra-budgetary Project Portfolio Manager, the incumbent will perform the following duties:

(a) Provide financial expertise and support to WMO extra-budgetary projects in order to:

- Analyse the business process for request of financial reporting from the Finance (FIN) Division and make recommendations for improvements related to forecasting, timeliness, format and quality;
- Provide input to streamline processes for ongoing financial monitoring and related controls to assist portfolio and project managers;
- Share processes and lessons learned with other WMO business units.

(b) Assist Project Managers by:

- Preparing and/or reviewing, in collaboration with the FIN Division, project financial profiles, forecast and donor financial reports on extra-budgetary trust funds/projects;
- Providing assistance and guidance related to ongoing financial monitoring on significant extra-budgetary funded activities.

(c) In collaboration with the Budget Office (BO) and FIN Division:

- Support the monitoring of extra-budgetary contributions (ePM and Finance managed Excel listing) for completeness and accuracy;
- Support the reviewing and validation of the Oracle portal based financial information related to extra-budgetary trust funds/projects for completeness and accuracy;
- Support the WMO Project Managers Community of Practice as required;
- Share processes and lessons learned with other WMO business units.

(d) Support financial reporting for extra-budgetary contributions for the purpose of the year-end financial closure;

(e) Undertake special projects as directed by the supervisor;

(f) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Bachelor's degree or equivalent in public or business administration, management, accounting, auditing, economics, international relations, international law, or a closely related field.

Experience
A minimum of three years of combined national and international progressively responsible experience in management of financial resources and projects in an international environment. Experience carrying out duties related to the administration of financial resources.

Other requirements
Familiarity with the administrative rules and regulations of international organizations, such as the United Nations; strong experience using ERP tools (e.g., Oracle); experience working with Excel and standard database software (knowledge of Office 365 would be an advantage); demonstrated responsibility, maturity of judgement and initiative; ability to work under stress. Excellent communicator and facilitator. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The position is funded from extra-budgetary resources. Renewal or extension of the position depends on the availability of funds and satisfactory performance after an initial probationary period of six months, which can be extended up to a maximum of one year.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 50377

Annual post adjustment on initial salary is: US$ 35768 (in addition to the net base salary)
