DUTIES AND RESPONSIBILITIES

Under the supervision and guidance of the Director, Technical Support Coordination Office (D/TSC), the incumbent will provide liaison and coordination services between the WMO Regional Offices and the technical departments and will ensure coherence and coordination in the implementation of programmes and projects in the Regions. The incumbent will perform the following duties:

(a) Coordinate the identification of technical and scientific issues/priorities in the WMO regions, through the Regional Offices, to inform the provision of support from WMO Headquarters to the WMO Offices in the Regions in the implementation of scientific and technical programmes;

(b) Assist in the preparation and formulation of proposals, including extra-budgetary, in coordination with the Regional Offices, technical departments and partners to address the following:

- Technical assistance in WMO priority areas;
- Regionally-focused capacity development activities;
- National Meteorological and Hydrological Services (NMHSs) Strategic Planning;
- Regional and inter-regional cooperation;

(c) Support activities of staff assigned to the TSC Office for effective for effective regional and technical integration to enhance effectiveness of WMO's technical support to Regions and Members;

(d) Facilitate cross-planning of activities amongst Regional Offices, regional associations and technical departments;

(e) Assist Regional Directors in the organization of regional events and activities especially regional association sessions and their working groups and technical conferences and ensure appropriate coordination with technical departments at WMO headquarters;

(f) Liaise with the Project Coordination Unit (PCU) and the Procurement and Contract Management Division (PCD) on matters related to implementation of national projects and technical cooperation-related activities including supporting the monitoring of projects in the Regions;

(g) Coordinate and facilitate the implementation of the Voluntary Cooperation Programme (VCP);

(h) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, hydrology, climatology, international relations or a closely related field.

Experience
At least ten years of combined national and international progressively responsible experience in operational activities and management,
of which at least five years in an international organization dealing with technical cooperation issues, including resource mobilization and regional matters. Excellent knowledge of WMO Programmes and activities, especially their regional components. Experience coordinating activities and projects at national and international levels.


Other requirements
Excellent knowledge of Microsoft Office applications, including databases, as well as maintenance of web pages. Proven project management experience and demonstrated delivery of capacity development projects and initiatives. Sound knowledge and experience in project design, management, monitoring and evaluation. Experience in planning and organizing meetings. Excellent analytical, coordination and management skills. Maturity of judgement; sense of responsibility; ability to take initiative and to produce original ideas; capacity for planning, organizing and managing programmes. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 65839 (in addition to the net base salary)
