DUTIES AND RESPONSIBILITIES

Under the supervision of the Director of the Regional Office for the Americas (D/RAM), and in close collaboration with the project focal points in the Technical Support Coordination (TSC) Office, Member Services and Development (MS) Department and the Technical Coordination and Global Framework for Climate Services (GFCS) Support Unit (TCG), Services (S) Department, the incumbent will support the planning and delivery of projects in WMO Region III (South America) in close collaboration with the National Meteorological and Hydrological Services (NMHSs) and regional centers. In particular, the incumbent will perform the following duties:

(a) Support planning of project activities (work plans with delivery and expenditure targets) in accordance with the stated resources, outcomes and performance indicators summarized in the project documents. Monitor project deliverables and outputs accordingly;

(b) Ensure projects are implemented according to WMO technical standards and guidelines;

(c) Organize Project Steering Committee meetings, and coordinate narrative and financial reports as required by WMO and donors;

(d) Coordinate and participate in project missions at regional, national and sub-national levels, as appropriate;

(e) Support the development of relevant communications materials and communicate with other project teams, WMO management and partners to ensure alignment of projects' activities with broader strategic initiatives;

(f) Track and manage project expenditures in accordance with the project budget, as well as WMO rules and procedures, to ensure transparency, responsibility, and timely fulfillment of both program targets and budget targets;

(g) Track and manage project risks, identify emerging risks, address project delays, propose and implement mitigation measures as needed;

(h) Prepare relevant documentation for the WMO Project Management Board (PMB);

(i) Coordinate the work of consultants engaged in the projects, with support from relevant technical units;

(j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, hydrology or a closely related field. A recognized project management certificate is required.

Experience
A minimum of five years of combined national and international progressively responsible experience in technical cooperation and donor reporting, preferably in an international environment. Experience in developing project proposals, preparing project budgets and monitoring and evaluation of project achievements. Demonstrated experience in the management of projects and budgets, and in writing reports, documents and correspondence.

Other requirements
Demonstrated responsibility, maturity of judgement and initiative. Excellent analytical, planning, communication and interpersonal skills. Experience with other United Nations organizations and international financial organizations would be an advantage. Good working knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English and Spanish (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
This position is funded from extra-budgetary resources for an initial period of two years. Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 14812 (in addition to the net base salary)
