DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director of the Cabinet Office of the Secretary-General and the direct supervision of the Head of the Monitoring, Evaluation, Risk and Performance Unit, the incumbent will perform the following duties:

(a) Apply business intelligence and data analysis methods to support planning, monitoring and reporting, including the development of performance and decision-support dashboards for the WMO Executive/Senior Management and Governance;

(b) Implement queries (MS Dynamics, SQL Server, SharePoint, ePM, ERP), utilize scripting and statistical analysis tools to combine data from multiple sources, interpret data, identify gaps and trends, measure results and visualize findings (Power BI, ArcGIS);

(c) Support data quality assurance and the production of periodic reports, presentations, story maps, infographics and visualizations;

(d) Assist the Budget Unit (BU) in managing the Electronic Project Management (ePM) and Enterprise Resource Planning (ERP) tools by: (i) creating project numbers in ePM; (ii) monitoring the execution of project budgets; (iii) monitoring the completeness and accuracy of budget data provided by focal points and project managers; (iv) ensuring that planned versus actual expenditures are recorded adequately and transparently; and (v) carrying out other related tasks;

(e) Coach and train Secretariat staff in the use of ePM, business intelligence tools and visualization software (MS Dynamics, Power BI, ArcGIS) to enhance internal capacity;

(f) Participate in preparing user requirements, technical specifications and testing scenarios for the implementation of business intelligence as well as perform testing;

(g) Develop and maintain components of the WMO Community Platform falling within MERP's mandate (monitoring data, country profiles, surveys) and implement enhancements (e.g., to data collection, automation) as required;

(h) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Bachelor's degree or equivalent in business administration, business intelligence, statistics, computer science or a closely related field, preferably with some exposure to environmental sciences.

Experience
At least three years of combined national and international progressively responsible experience in the field of business intelligence, with knowledge of social science research methods, statistical techniques, rules-based logic, and their application to research analysis. Experience in an international organization, including duties related to project management and/or monitoring and evaluation. Experience in data visualization and the development of dashboards, infographics and story maps.

Other requirements
Knowledge of the activities of WMO or other United Nations agencies. Strong analytical and problem solving skills, including social science research methods, statistical techniques, mathematics, rules-based logic, and their application to research analysis. Knowledge and skill in using business intelligence and data visualization tools, such as Microsoft Dynamics, Microsoft Power BI, ESRI ArcGIS, and Excel. Ability to create automated data feeds from multiple sources and to present complex data and findings in simple, clear and at-a-glance manner. Knowledge of Enterprise Resource Planning (ERP) tools (e.g., Oracle) and/or electronic project management platforms (e.g., ePM). Capacity to provide training on the use of ePM, Power BI, ArcGIS and other BI tools. Knowledge in the process of business analysis and experience in how to establish internal procedures ensuring data gathering in a repeatable fashion, consolidation in a way that can be cross-analyzed with other sources, and minimization of redundancies. Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal, subject to the availability of extrabudgetary funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 50377

Annual post adjustment on initial salary is: US$ 35516 (in addition to the net base salary)
