DUTIES AND RESPONSIBILITIES

Under the supervision of the Director/Head of the Regional Office, in collaboration with the Director, Services Department (D/S) and the Director, Member Services and Development Department (D/MS), the incumbent will perform the following duties:


(a) Act as technical coordinator in relation to enhanced services for all critical economic sectors and warning services; Act as leading technical officer for supporting the work and activities of the regional technological bodies relevant to services, including produce technical documents for regional meetings and organize and support expert group meetings, seminars, etc.;

(b) Support implementation of Multi-Hazard-Early-Warning-Services for all hazardous weather conditions including air quality, sand and dust storms and including (a) dissemination of early warnings through implementation of CAP in support of the WMO Global Multi-hazard Alert System (GMAS) (Marine, Hydrology, Tropical Cyclone, Severe Weather etc.), (b) cataloguing of hazardous events, and (c) Aviation and Marine sectors;

(c) Support production of Regional State of the Climate reports, Annual National Climate Services reports and organization and content of Regional Water and Climate Forums;

(d) Support the advancement of Integrated Health and Urban Services within the seamless five-year WHO-WMO Master Plan on Health, Environment, and Climate Science to Services, developed jointly with WHO;

(e) Support implementation of the Regional Hydrological Status and Outlook System (HydroSOS);

(f) Prepare inputs for reports to high-level meetings and other intergovernmental bodies and inter-agency meetings;

(g) Support formulation of project proposals for services and related activities, project implementation and monitoring and evaluation;

(h) Follow intergovernmental meetings, prepare summary reports and provide substantive support, as needed;

(i) Support the WMO regional reform process to better align regional bodies with the WMO technical commissions;

(j) Organize training seminars/workshops for regional experts addressing services issues, in collaboration with the WMO Education and Training Programme Office;

(k) Perform administrative program tasks including regular communication of the work of the Department and Regional Offices to relevant stakeholders;

(l) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, hydrology, oceanography, earth, physical or natural sciences, or a closely related field. A degree in international relations would be an advantage. A Ph.D. or equivalent would be an advantage.

Experience
A minimum of eight years of combined national and international progressively responsible experience in meteorology and related activities such as disaster risk reduction, weather, climate and hydrological services. Experience and familiarity with the United Nations system will be an advantage. Demonstrated experience in the management of projects and budgets. Experience in international collaboration at a technical level in meteorology or hydrology would be an advantage.


Other requirements
Familiarity with the Programmes and activities of WMO. Sense of responsibility, maturity of judgement, initiative, originality of ideas; capacity for planning, organizing and managing work programmes. Experience in planning and organizing meetings. Excellent written and oral communication, interpersonal, analytical and managerial skills. Proven ability to draft technical reports and documentation. Good working knowledge of Microsoft Office applications. Demonstrated ability to foster international cooperation. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Depending on the duty station, knowledge of other languages may be required. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
Additional Information:
Annual salary is US$ 74,913. Annual post adjustment on initial salary is US$ 30,415 (Addis Ababa) US$ 21,875 (AsunciĆ³n) US$ 57,084 (Singapore) (in addition to the net base salary). The net base salary and post adjustment are subject to change without notice.
