DUTIES AND RESPONSIBILITIES
Under the supervision of the Director/Head of the Regional Office, in collaboration with the Director, Infrastructure (D/S) and the Director, Member Services and Development (D/MS), the incumbent will perform the following duties:
(a) Act as technical coordinator in relation to all aspects of observations, information technology, data management and data exchange and processing with specific focus on the following:
1. WMO Integrated Global Observing System (WIGOS)
i. Regional WIGOS Implementation and establishment and support to Regional WIGOS Centres;
ii. Support for regional and national uptake WIGOS technical systems, such as OSCAR/Surface;
iii. Support for regional and national implementation of WMO observing system initiatives such as the Global Basic Observing Network (GBON);
iv. Monitoring of Regional Instrument Centres;
v. Implementation of the WMO-IATA Collaborative Aircraft Meteorological Data Relay (AMDAR) Programme (WICAP) at the Regional level;
vi. Facilitate communication, promotion and implementation of WMO Data Policy in the Region.
2. WIS
i. Support WMO efforts to monitor and strengthen international exchange of data, e.g. via fostering regional and national uptake of the WIGOS Data Quality Monitoring System;
i. Global Information System Centres (GISC) monitoring and support;
ii. Support to WIS2.0 pilot projects and implementation;
3. GDPFS
i. Stimulate regional interest and participation in the Global Data-Processing and Forecasting System (GDPFS);
ii. Help identify, establish and coordinate regional pilot projects under the Seamless GDPFS (S-GDPFS) umbrella;
iii. Engage in and support the monitoring and review of existing GDPFS centres in the region;
4. Extrabudgetary
i. Support for assessments of National Meteorological and Hydrological Services (NMHSs) from an infrastructure perspective;
ii. Support capacity development of infrastructure components through extrabudgetary projects (such as High Impact Weather Lake System (HIGHWAY), Climate risk and early Warning System (CREWS), The Systematic Observations Financing Facility (SOFF), etc.);
(b) Take a leading role in supporting regional technical bodies relevant to infrastructure systems under the gudiance of the Director of the Infrastructure Department; Produce infrastructure-relevant technical documents for regional meetings and organize and support expert group meetings, seminars, etc. on infrastructure issues and related activities;
(c) Support the WMO regional reform process to better align regional bodies with the WMO technical commissions;
(d) Prepare inputs for reports to high-level meetings and other intergovernmental bodies and inter-agency meetings; Follow intergovernmental meetings, prepare summary reports and provide substantive support, as needed;
(e) Support the auditing process organized by technical commissions (for infrastructure-relevant Regional and National or State-based centers);
(f) Formulation of project proposals for infrastructure and related activities, project implementation and monitoring and evaluation;
(g) Organize training seminars/workshops for regional experts, in collaboration with the WMO Education and Training Programme;
(h) Perform administrative tasks including regular communication of the work of the Department and Regional Office to relevant stakeholders;
(i) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Master's degree or equivalent in meteorology, hydrology, oceanography, earth, physical or natural sciences, or a closely related field. A degree in international relations would be an advantage. A Ph.D. or equivalent would be an advantage.
|
Experience
A minimum of eight years of combined national and international progressively responsible experience in meteorological infrastructure and related activities such as observations, and information management and data processing systems supporting weather, climate and environmental services. Experience and familiarity with the United Nations system will be an advantage. Demonstrated experience in the management of infrastructure systems, projects and budgets. Experience in international collaboration at technical level in meteorology or hydrology would be an advantage.

Other requirements
Familiarity with the Programmes and activities of WMO. Sense of responsibility, maturity of judgement, initiative, originality of ideas; capacity for planning, organizing and managing work programmes. Experience in planning and organizing meetings. Excellent written and oral communication, interpersonal, analytical and managerial skills. Proven ability to draft technical reports and documentation. Good working knowledge of Microsoft Office applications. Demonstrated ability to foster international cooperation. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Depending on the duty station, knowledge of other languages may be required. Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
|
|
|
Additional Information:
Annual salary is US$ 74,913. Annual post adjustment on initial salary is US$ 30,415 (Addis Ababa) US$ 21,875 (Asunción) US$ 57,084 (Singapore) (in addition to the net base salary). The net base salary and post adjustment are subject to change without notice.
