DUTIES AND RESPONSIBILITIES

Under the supervision and guidance of the Head, Earth System Monitoring (ESM) Division, Earth System (ES) Branch, Infrastructure (I) Department, the incumbent will:

(a) Lead the OceanOPS team in Brest in terms of day-to-day line management of staff, supervision of contractors, and planning, budgeting and reporting on the activities of the team, liaison with the French Research Institute for Exploitation of the Sea (IFREMER) concerning the hosting arrangements;

(b) Foster teamwork and communication among staff both within OceanOPS and across the geographic separation between WMO Headquarters and OceanOPS;

(c) Contribute to the overall strategy development for marine observations both within WMO and in the context of the Global Ocean Observing System (GOOS) in collaboration with the GOOS co-sponsors, in particular the Intergovernmental Oceanographic Commission (IOC), and liaise closely with OceanOps funding bodies to ensure budget continuity;

(d) Represent the Organization at relevant international meetings, seminars, etc. regarding subjects within the remit of the Division; in coordination with the WMO Communications Unit, manage external communications related to OceanOPS activities;

(e) Lead the implementation of the OceanOPS strategy and organize the technical support of the various marine observing networks that fall under the responsibility of OceanOPS;

(f) Manage the operation and maintenance of the OceanOPS information system and lead the planning of future development of the OceanOPS information system, including integration with the WMO Information System (WIS) and the WMO Integrated Global Observing System (WIGOS);

(g) Support the work of the ESM Division toward the implementation of the WMO Strategic Plan, especially as concerns activities within the ocean domains;

(h) Participate in the Secretariat support to relevant WMO constituent bodies, in particular the Infrastructure Commission and its Standing Committees, Study Groups and the IOC/WMO Joint Collaboration Board;

(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master’s degree or equivalent in oceanography, meteorology, or related discipline within or closely related to the physical sciences. A Ph.D or equivalent would be an advantage.

Experience
A minimum of eight years of national and international progressively responsible experience in coordinating and managing international activities with a focus on marine observing systems. Familiarity with the UN systes, including experience in inter-agency collaboration. Experience in ocean monitoring networks, data and metadata management systems. Experience in organizing and leading a team of experts, and interacting with different communities from research and national services.

Other requirements
Excellent knowledge of WMO standards and regulations, and familiarity with WIGOS and WIS tools and related requirements. Ability to build interoperable metadata systems. Strategic mindset and ability to understand cross-cutting activities for strategy development. Excellent written and oral communication, interpersonal and analytical skills. Sense of responsibility, maturity of judgement and initiative. Excellent planning, organization and managing work programmes. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 38199 (in addition to the net base salary)
