DUTIES AND RESPONSIBILITIES
Under the supervision and guidance of the Director, Development Partnerships (DP), and in close collaboration with the Director, Infrastructure Department, the incumbent will contribute to the implementation of the roadmap for the creation of the Systematic Observations Financing Facility (SOFF), a WMO flagship initiative being developed in collaboration with 30+ international partners including all members of the Alliance for Hydromet Development. The incumbent will in particular:
(a) Coordinate all activities related to the advancement of SOFF concept, institutional and operational design. This includes coordination of the engagement with the WMO Infrastructure Department and Global Basic Observing Network (GBON) team ensuring that the GBON technical considerations are appropriately reflected in the SOFF operational design; and in collaboration with the SOFF team and the SOFF Global Facilitators work with financial, technical, and scientific partners in the further development of the SOFF concept and design;
(b) Coordinate the activities related to the SOFF institutional host arrangements, including analysis of the options and the operational and institutional implications for SOFF; prepare concept notes, information material, and briefings to senior management and other stakeholders; and engage with the SOFF host options' teams;
(c) In close collaboration with SOFF Global Facilitators and WMO SOFF team, lead the production of the reports for the SOFF Funders' Forums and the corresponding Resource Mobilization Reports, as well as related documentation. This includes overseeing of SOFF potential funding partners' feedback for the reports and address their comments and questions in further updated versions of the reports;
(d) Coordinate the engagement with SOFF beneficiary countries, aiming at stimulating clear country demand for the creation of SOFF, including within the United Nations Framework Convention on Climate Change (UNFCCC) context;
(e) Support the Director of Development Partnerships in overseeing the activities related to the implementation of the roadmap for the creation of SOFF, including representing the Director in meetings or engagements with internal and external stakeholders as needed; and facilitating engagement with the WMO Infrastructure Department and the SOFF Global Facilitators;
(f) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Master's degree or equivalent in environmental and natural resources sciences or management, climate change or a closely related field.
|
Experience
A minimum of eight years of combined national and international progressively responsible experience in bilateral and multilateral climate finance initiatives, programmes, and projects. Experience working with Multilateral Development Banks, Climate Finance institutions, and United Nations agencies on natural resources and climate-related initiatives and in particular adaptation to climate change. Experience with donor engagement, resource mobilization, and partnerships. Experience working with, and knowledge of, the United Nations Framework Convention on Climate Change (UNFCCC) process. Experience working in developing countries is an asset.

Other requirements
Broad understanding of scientific, economic, social, and political dimensions of climate change, and demonstrated expertise on key themes of relevance for climate change adaptation required. Proven ability to function as a team player, to work across institutional boundaries, and to collaborate with external partners. Excellent working knowledge of Microsoft Office applications and other web-based analytical and communication tools. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
|
| SALARY AND ALLOWANCES |
Annual net base salary on initial appointment is: US$ 77326 |
Annual post adjustment on initial salary is: US$ 60005 (in addition to the net base salary) |
