DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Hydrological and Water Resources Services Division, the incumbent will perform the following duties:

(a) Assist the relevant Flash Flood Guidance System (FFGS) Scientific Officer in the development of techniques and approaches to advance the state of flood forecasting of Members and for the development and implementation of flood forecasting and FFGS projects with partners and participating countries;

(b) Contribute to the establishment of required manuals and guidelines material pertaining to flood forecasting and FFGS, for example, guidelines for the FFGS projects and its sustainability including template agreements for the roles and responsibilities of Flash Flood Guidance Regional Centres, participating countries and partner organizations;

(c) Prepare implementation plans and all associated documentation including technical reports for specific FFGS projects, as required;

(d) Support activities in the WMO Flood Forecasting Initiative (WMO FFI) and Global Data-processing and Forecasting System (GDPFS), including activities related to the Flash Flood Forecasting and Prediction;

(e) Carry out other related duties as required.
QUALIFICATIONS

Education
Master of Science or equivalent in water resources management, hydrology, meteorology, geography or a closely related field.

Experience
At least five years of combined national and international progressively responsible experience in activities related to operational hydrology, meteorology and water resources management in a national and/or international organization. Experience in developing, implementing and coordinating projects at the regional level, as well as coordinating and directing the activities of multinational teams.

Other requirements
Certificate of completion of FFGS step 3 training. Completion of FFGS step 4 training would be an asset. Excellent understanding of flash flood models and of the needs of National Meteorological and Hydrological Services (NMHSs), partners and donors. Sense of responsibility, initiative, good judgement, originality of ideas and an ability to work independently and in a team. Ability to draft or lead expert teams in drafting publications (manuals and guidelines). Excellent communication, interpersonal and analytical skills. Good working knowledge of FFGS activities implemented by WMO is required. Excellent knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The position is limited to 12 months with no expectation of renewal. Conversion to other type of appointment is not possible. Excellent performers may be recommended for future projects.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 48860 (in addition to the net base salary)
