DUTIES AND RESPONSIBILITIES

Under the guidance and supervision of the Secretary-General, the incumbent will provide direct support to the Secretary-General and the President of the Organization as well as provide direct supervision to the WMO Representative to the United Nations and other International Organizations in North America, the Chief of the Joint WMO/EUMETNET Office in Brussels, the Communication and Public Affairs Office, and the External Relations Office. The incumbent will perform the following duties:

(a) Manage, organize, provide advice and ensure direct support to the Secretary-General in cabinet functions, including implementation of the Secretary-General's agenda, interaction with Permanent Representatives of Members, diplomatic missions and international organizations, as well as ensure smooth communication with Departments and staff;

(b) Provide leadership, vision and strategic direction in the development, integration and execution of strategic plans related to WMO external relations responsibilities and contribute to the good governance of WMO;

(c) Manage WMO's external relations responsibilities and relevant partnerships, including support to the organization of WMO constituent bodies sessions, relations with government authorities, Permanent Missions in Geneva, United Nations system organizations, intergovernmental organizations (IGOs), non-governmental organizations (NGOs), academic institutions, civil society and the private sector;

(d) Direct, manage and ensure representation of WMO and its contributions to the formulation and implementation of relevant global and regional strategies and actions of the United Nations, other United Nations system organizations, IGOs and NGOs. In this way, ensure critical liaison and create a platform of cooperation and coordinated delivery with those involved in socioeconomic and environmental activities within WMO competencies, to provide value-added services;

(e) Provide leadership, vision and strategic direction in engaging and mobilizing a network of strategic partners that allows WMO and NMHSs of Members to contribute effectively to the relevant global and regional agendas and leverage partners' expertise to assist in the implementation of WMO objectives;

(f) Enhance the visibility and recognition of WMO and NMHSs of Members. Extend the outreach of WMO Programmes and activities, galvanizing the sustained commitment of policy and decisionmakers to meteorology, climatology, hydrology and related environmental issues critical for achieving development goals;

(g) Manage and ensure protocol services, particularly at WMO constituent bodies sessions and high-level meetings;

(h) Manage and optimize the human and financial resources of the Executive Management Office and the Department; establish objectives and develop work programmes, performance indicators and monitoring and evaluation measures; establish appropriate and effective processes as well as accountability and internal control mechanisms;

(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Advanced university degree in meteorology, hydrology, geophysical/ environmental science or a closely related field. Additional qualification in international relations or a related field would be an advantage.

Experience
At least 15 years of combined national and international experience in theoretical and/or applied meteorology or a related field, as would be acquired in a senior post in a National Meteorological or Hydrological Service. Internationally-recognized experience in planning, organizing and implementing scientific programmes. Experience in drafting reports, statements, documents and correspondence on technical subjects related to meteorology, hydrology and/or related fields. Familiarity with the goals, policies and procedures of intergovernmental organizations, in particular the United Nations system and those organizations dealing with WMO. Experience in dealing with diplomatic missions, high government authorities, offices of executive heads and the media.

Other requirements
Excellent managerial, communication, coordination and analytical skills. Initiative, originality of ideas, creativity, ability to plan, organize and direct relevant activities, supervise and motivate staff in multicultural, multinational and multidisciplinary teams. Ability to work independently and to foster international cooperation and communications and to promote the image and visibility of National Meteorological and Hydrological Services (NMHSs) and WMO as the foremost United Nations agency on weather, climate and water and as major contributors to sustainable development. Experience negotiating and persuading decisionmakers. Ability to use Microsoft Office applications.

Languages
Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 117280

Annual post adjustment on initial salary is: US$ 97342 (in addition to the net base salary)
