DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Language, Conference and Publishing (LCP) Services Department, the incumbent will perform the following duties:

(a) Collaborate with D/LCP on the overall coordination of the Department, advising on matters related to planning, managing and controlling of documentation, publications and conference services; supervising preparation of departmental budget estimates, budget implementation and monitoring of cost-income developments; and deputizing for D/LCP when required;

(b) Manage and direct the WMO documentation and publications programme with minimal supervision, which includes overseeing procedures and budgets; determining the most effective way to ensure timely delivery of services, including the flexibility to manage unexpected high workloads; and preparing relevant cost analyses and reports;

(c) Supervise WMO translation, editing and linguistic services, which includes: managing a large multilingual team; continually reviewing and implementing practical guidelines and procedures for the efficient delivery of these services; coordinating assignments between the six different language streams to ensure timely completion of translation and editing jobs; and directing the multilingual terminology and reference support programme;

(d) Coordinate and integrate documentation and publication activities with other Programmes of WMO, which includes: serving as Secretary of the Publications Board; maintaining close liaison with other departments of the Secretariat in order to ascertain their requirements for LCP services, advise them on planning and preparation, decide on the acceptability of requests, and establish and modify priorities among competing requests; preparing forecasts and setting the production schedules as well as submission and final deadlines; tracking and reporting to client departments on work progress and completion; and developing proposals for policy changes as necessary;

(e) Develop knowledge and use of modern language and publishing technologies, ensuring the updating and enhancement of the computerized document management and publishing applications of LCP, and advising executive management on related matters such as training;

(f) Represent WMO in interdisciplinary and inter-agency meetings; maintain relations with translation and publications services of other international organizations;

(g) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in languages, publishing, communications, or in meteorology, hydrology, geophysical science or other scientific field related to the activities of WMO, coupled with proven expertise in translation and/or editing.

Experience
At least 10 years of combined national and international progressively responsible experience in planning and operating a linguistic publications or document management programme, preferably acquired in an international organization of the UN system. Proven ability to manage multidisciplinary teams of staff. Experience in formulating and supervising budget and cost monitoring and reporting for a larger programme. Proven experience in developing, implementing and periodically reviewing procedures for administering contracts with external providers. Experience in developing knowledge and use of modern language and publishing technologies. Advanced computer literacy and relevant experience with software applications suitable for planning, data processing and analysis.

Other requirements
High sense of integrity, responsibility, and maturity of judgment; ability to work autonomously; good level of initiative and creativity; demonstrated ability to plan, organize and manage multiple workload; proven managerial, supervisory and negotiation skills. Ability to draft reports, correspondence and documents clearly and succinctly in English; excellent interpersonal skills; good working knowledge of standard computer software and information technology; familiarity with the work of WMO structure and activities would be an advantage. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 81325 (in addition to the net base salary)
