DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Information Technology and Common Services Division (ITCSD), and in close collaboration with members of the Security Project Team, which will manage the project, "Enhancing WMO's Building Security", the incumbent will perform the following duties:

(a) Participate as a member of the Project Team and report regularly on the progress of studies and work within the scope of the project;

(b) Support and contribute to the Project Team in all phases/steps of the project, in close cooperation with ITCSD and other internal and external stakeholders (including other United Nations agencies, Swiss and other relevant government authorities, and the Procured Project Vendors);

(c) Provide technical expertise in the areas of physical and information security during the different phases for the project to the Project Team in terms of risk analysis, setting of requirements and costing, technology specifications, designing of concept, implementation of new installations, and eventual training, testing and inspection of operations;

(d) At the preliminary stage, analyse the existing infrastructure and prepare an inventory of existing security systems. Develop and prepare the design and concept of the project in coordination with the other Project Team members;

(e) Ensure that the standards of the host country, including the Association des établissements cantonaux d'assurance incendie (AEAI) for fire safety are observed in both the requirements of the specifications and the execution of the work;

(f) Prepare technical terms of reference documents required for requests for proposal (RFPs) to be sent out through a competitive procurement process, implementation plans of bought material, equipment and/or systems, and other technical documents necessary to ensure a cost-efficient and overall good project;

(g) Participate and support the Project Team in the technical evaluation of proposed offers, costs and budget control. Recommend, based on the project's technical requirements, the materials, products, systems and services that should be bought;

(h) Prepare detailed constructive, technical and organizational measures for WMO in order to install future equipment, materials, and systems necessary to meet the security project specifications;

(i) Follow-up studies of installation works, check and/or test the quality of these works, and prepare formal reports on the status of the project;

(j) Provide all of the above and related services to other United Nations agencies (as required, and as per agreement with C/ITCSD);

(k) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Advanced university degree in science, social sciences or a closely related field. An advanced degree in security management would be an advantage.

Experience
At least five years of combined national and international progressively responsible experience in security management and operations; experience in running a technical design for security, support, implementation and monitoring of safety and security modernization projects, including at least two years at the international level. Electrical engineer training and/or proven technical security background in relation to managing both physical and information security systems and protection of staff and resources is an advantage.

Other requirements
Strong knowledge of security systems, computer networks, biometrics and smartcard technologies in relation to identity management, including access control (physical and IT), video surveillance, intrusion detection systems, security and safety fire detection systems, and supervision systems to manage all installations from a centralized location. Knowledge and experience in using computer-aided software for drafting and planning purposes (AutoCAD). Sound knowledge of the UN Security Management System (UN SMS) and the UN Minimum Operating Security Standards (UN MOSS) would be an advantage. Strong analytical and public presentation skills. Maturity of judgment, sense of responsibility, ability to work autonomously or in a team, to foster team spirit, and to work in a multicultural environment.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The position is limited to the duration of the project which is a maximum of 12 months. Renewal or extension of the position is subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 51297 (in addition to the net base salary)
