DUTIES AND RESPONSIBILITIES
The current Afghanistan Early Warning Project aims at strengthening the Afghanistan Meteorological Department (AMD) to provide severe weather early warning, including flash floods. This will require system delivery via procurement and capacity development. Under the direct supervision of the Chief, Hydrological Forecasting and Water Resources Division, the incumbent will perform the following duties:
(a) Establish system components in coordination with the WMO Procurement Office under the United Nations (UN) tender regulations for: surface meteorological observation network, including data base management and distribution; Local and Wide Area Networks (LAN/WAN), including communication hardware and software and public web portal; and meteorological satellite data reception and processing station;
(b) Assume responsibility, in cooperation with the relevant WMO Regional Training Centre (WMO-RTC), for capacity-building at AMD to facilitate training activities of observer and forecasters on meteorological instruments maintenance and calibration, satellite meteorology, and hydrometeorology; develop training curriculum in accordance with WMO competency requirements; conduct gap analysis of AMD capabilities; and provide support to enhance AMD administrative structure;
(c) Coordinate with national and international organizations to enhance hydrometeorological service delivery in Afghanistan. This will include liaising with AMD, the Civil Aviation Authority, the Ministry of Energy and Water Affairs, the Emergency Management Agency, and international donors, such as USAID and other UN agencies;
(d) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Advanced university degree in meteorology, hydrology or related field.
|
Experience
At least five years of combined national and international progressively responsible experience in hydrological and meteorological services, with responsibilities in activities related to observation systems, weather forecasting, early warning systems, or aviation forecasting and observing, preferably gained in a national and international organization. Experience in operational forecasting and its requirements, including assessing model performance and in the monitoring of data to support such systems, assessing staff competencies, and coordinating and organizing training events in the field of meteorology and/or hydrology, in close collaboration with WMO Regional Training Centres. Concrete knowledge of the United Nations procurement system (i.e., the United Nations Global Marketplace (UNGM) or in similar international procurement and tender activities in least developed countries). Working experience in Afghanistan on the above-mentioned fields would be an asset.

Other requirements
Availability and willingness to travel to high security risk zones in Afghanistan. Excellent understanding of weather forecasting models and of the needs of National Meteorological and Hydrological Services (NMHSs), partners and donors. Sense of responsibility, initiative, good judgement, originality of ideas and an ability to work independently and in a team. Excellent communication, interpersonal and analytical skills. Excellent drafting skills. Skilled at working with professionals of diverse and differing backgrounds. Proven ability to support the development and coordination of projects. A good working knowledge of the activities of WMO or other UN agencies is required. Excellent knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Salary, allowances and other benefits commensurate with a P.3 level. The appointment and its duration are limited to the project. The current phase of the project is expected to end on 2 December 2017. Conversion to other type of appointment is not possible. Excellent performers may be recommended for future and other projects.
