DUTIES AND RESPONSIBILITIES

Under the supervision of the Director of the Weather and Disaster Risk Reduction Services (WDS) Department, the incumbent is responsible for the organization and coordination of the Aeronautical Meteorology Programme and will carry out the following duties:

(a) Promote the implementation of the Aeronautical Meteorology Programme by WMO Members by providing assistance and guidance to Members;

(b) Provide support to the Commission for Aeronautical Meteorology (CAeM); organize and prepare supporting documentation for, and reports of, meetings of CAeM and its various structures;

(c) Prepare reports and documents on relevant aspects of aeronautical meteorology for various constituent bodies of WMO in line with the Strategic and Operational Planning process of WMO and the Commission for Aeronautical Meteorology (CAeM);

(d) Prepare and update Technical Regulations on aeronautical meteorology in cooperation with the International Civil Aviation Organization (ICAO) and relevant WMO departments and constituent bodies;

(e) Maintain close liaison with ICAO and other aviation organizations such as the International Air Transport Association (IATA), the International Federation of Air Line Pilots' Associations (IFALPA), Eurocontrol and other regional organizations by preparing documentation for, and representing WMO at, their meetings relevant to the Aeronautical Meteorology Programme;

(f) Coordinate with relevant WMO departments to ensure that technical and scientific developments in aeronautical meteorology are reflected by the thrusts of the programme;

(g) Prepare Guides, Manuals and other publications on aeronautical meteorology;

(h) Organize seminars, workshops, symposia and technical conferences in subjects related to aeronautical meteorology;

(i) Coordinate WMO Quality Management Framework activities and support Members in the design, operation and maintenance of ISO 9001 - compliant Quality Management Systems in collaboration with relevant departments;

(j) Provide editorial assistance in ensuring the quality and consistency of WMO technical regulations and related guidance material;

(k) Collaborate closely with the WMO Education and Training (ETR) Office on the implementation and maintenance of Competence Standards for Aeronautical Meteorological Personnel including the underpinning qualifications;

(l) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology or atmospheric sciences with an advanced degree in mathematics and/or physics and a specialization in aeronautical meteorology. A Ph.D. in meteorology would be an advantage.

Experience
At least 10 years of combined national and international progressively responsible experience at an operational and/or management level in the application of aeronautical meteorology. Experience in organizing and coordinating aeronautical meteorological programmes and projects within a National Meteorological and Hydrological Service (NMHS) or an international organization such as ICAO. Profound understanding of the change process in services to aviation currently embarked on by ICAO and regional air traffic management organizations will be essential. Familiarity with current advances in science and technology including data-processing, Numerical Weather Prediction (NWP) and communications systems relevant to aeronautical meteorology will be a distinct advantage. Experience in analysing and writing reports, documents and correspondence on technical and strategic meteorological subjects. Good knowledge and experience in ISO 9000 series of quality assurance standards would be an advantage.

Other requirements
High sense of integrity, responsibility, maturity of judgment, initiative, creativity. Excellent managerial, supervisory, negotiation and organizational skills, as well as communication skills. Ability to analyse and evaluate scientific and technical needs and requirements. Ability to draft reports, correspondence and documents clearly and succinctly in English. Demonstrated ability to plan, organize and manage multiple workloads. Excellent interpersonal skills. Excellent knowledge of Microsoft Office applications. Familiarity with the work of WMO, technical commissions, regional associations and, in particular, the Commission for Aeronautical Meteorology would be an advantage. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 72608 (in addition to the net base salary)
