DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director, Resource Mobilization and Development Partnerships, and the direct supervision of the Senior Programme Manager, the incumbent will perform the following duties:

(a) Stay informed of all Green Climate Fund (GCF) administrative and policy processes and decisions including decisions of the GCF Board;

(b) Maintain strong relationships with relevant staff of the GCF Secretariat;

(c) Ensure that the essential steps in the process of designing GCF proposals are followed during WMO proposal development, in compliance with the GCF policies and procedures, including through coordination with the GCF Secretariat;

(d) Provide technical expertise and guidance on key issues related to funding proposal development for GCF;

(e) Lead the design of concept notes and funding proposals, in particular to mobilize needed technical and financial support from GCF while ensuring alignment with WMO and Members strategic priorities and needs;

(f) Support country-led and regional project formulations, in close consultation with the WMO Regional and Subregional Offices;

(g) Liaise and work with relevant WMO departments and WMO Members as required, and ensure coordination for the design of funding proposals;

(h) Lead inter-departmental funding proposals teams;

(i) Conduct consultation with stakeholders (WMO departments and WMO Members) through WMO Regional and Subregional Offices;

(j) Develop information materials, such as guidance documents, bulletins, flyers, presentations on the GCF projects for dissemination to Member countries;

(k) Provide advice to WMO Members on GCF processes and procedures and support, as possible, national proposal development;

(l) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in environmental management, meteorology, hydrology, climatology, disaster risk mangement, geography, international development or a closely related field.

Experience
At least eight years of national and international progressively responsible experience in the design and management of projects and programmes relevant to the provision of weather and climate services in developing countries, of which at least four years of experience in an international organization. Demonstrated experience in project development, implementation and monitoring for the achievement of results, in particular, in the context of climate financing mechanisms and in particular in depth knowledge of the GCF mechanisms and procedures. Proven experience in coordinating multiple stakeholders for programme delivery and in organizing coordination and capacity development activities, particularly in developing countries. Excellent communicator and facilitator, with experience in national/regional dialogues and formulation processes.

Other requirements
Good understanding of WMO Programmes and activities and international organization processes. Experience with other United Nations organizations and international finance organizations. Excellent planning, managerial and writing skills. Demonstrated responsibility, maturity of judgement and initiative. Excellent qualitative and quantitative skills in analysis, synthesis and computing. Excellent knowledge of Microsoft Office software. Excellent coordination, interpersonal and communication skills. Proven ability to draft and review documentation. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The position is funded from extrabudgetary resources and its renewal or extension depends on the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 61320 (in addition to the net base salary)
