DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Observing and Information Systems (OBS) Department, the incumbent is responsible for all matters related to the utilization of satellite data from meterological and other environmental satellites relevant to WMO and supported Programmes. The incumbent will perform the following duties:

(a) Coordinate activities to enhance awareness and utilization of satellite data and products for weather, climate and related environmental applications, with particular focus on new-generation meteorological satellites;

(b) Support activities towards defining the physical Architecture for Climate Monitoring from Space, in particular regarding the utilization of the Global Climate Observing System (GCOS) Essential Climate Variables (ECV) records and other satellite-based climate data to meet the Global Framework for Climate Services (GFCS) user requirements;

(c) Coordinate matters related to education and training in the exploitation of satellite data and products throughout WMO Programmes based on the WMO/Coordination Group for Meteorological Satellites (CGMS) Virtual Laboratory for Training and Education in Satellite Meteorology (VLab), in close coordination with the WMO Education and Training Office (ETR) and other partners, with focus on developing countries; manage the VLab Trust Fund to ensure VLab technical support;

(d) Foster international cooperation toward enhanced availability, distribution and dissemination of satellite data through the WMO Information System (WIS) and related channels, in support of regional and global user requirements, by working with satellite data providers in CGMS and using common data standards;

(e) Foster international cooperation for standardizing the quality and consistency of satellite-based products, through the WMO Sustained, Coordinated Processing of Environmental Satellite Data for Nowcasting (SCOPE-Nowcasting) mechanisms and in working with satellite data users, especially in developing countries;

(f) Assume responsibility for activities of the Commission for Basic Systems (CBS) related to the WMO Space Programme in the area of satellite data utilization, including CBS sessions and related work in the Open Programme Area Groups (OPAGs), such as in the Inter-Programme Expert Team on Satellite Utilization and Products (IPET-SUP), and in other technical commissions;

(g) Assume co-responsibility for online resources maintained by the WMO Space Programme, such as OSCAR/Space (in coordination with the Chief of the Space-based Observing System Division (C/SBOS)), SATURN (in collaboration with CGMS operators), and the Product Access Guide (in coordination with the IPET-SUP);

(h) Maintain close interaction with external satellite-related organizations on matters related to satellite data utilization in research and operations, including with CGMS, the Committee on Earth Observation Satellites (CEOS), the Group on Earth Observations (GEO) Secretariat, the International Precipitation Working Group (IPWG), the International Winds Working Group (IWWG), the International Clouds Working Group (ICWG), the International TOVs Working Group (ITWG) and the International Radio Occultation Working Group (IROWG);

(i) Promote and maintain liaison with United Nations agencies and other organizations on relevant activities in the application of satellite data in weather, climate and related environmental fields;

(j) Manage and monitor the optimal use of the budget for the WMO Space Programme, and support priority setting and resource mobilization for satellite utilization activities across WMO, in close collaboration with the Office for Resource Mobilization and Development Partnerships (RMDP);

(k) Guide the preparation and update of materials for the WMO website and other media outlets, as related to satellite data utilization and application;

(l) Prepare relevant scientific reports, studies, and documents;

(m) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Masters of Science or equivalent in meteorology, geophysics, oceanography, or a closely related field. A Ph.D. would be an advantage.

Experience
At least 10 years of combined national and international progressively responsible experience in operational or research meteorology and satellite systems. Knowledge of methods for determining environmental parameters with satellite data, as well as for education and training in satellite meteorology or related fields in relation to new-generation meteorological satellites. Knowledge of advanced dissemination techniques for satellite data and products is preferred. Knowledge of approaches to estimate socioeconomic benefits of satellite data preferred.

Other requirements
High sense of integrity, responsibility, maturity of judgment, initiative and creativity. Managerial, supervisory, negotiation and organizational skills as well as communication skills. Ability to analyse, evaluate, and respond to scientific and technical needs and requirements. Capacity to keep pace with the application of scientific and technological advances and innovative thinking to meet the needs of the changing society. Ability to draft reports, correspondence and documents clearly and succinctly in English. Demonstrated ability to plan, organize and manage multiple workloads. Excellent interpersonal skills. Excellent knowledge of Microsoft Office applications. Familiarity with the work of WMO, the technical commissions and the regional associations would be an advantage. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 73536 (in addition to the net base salary)
