DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Weather and Disaster Risk Reduction Services (WDS) Department, the incumbent will be responsible for managing the Multi-Hazard Early Warning Services (MHEWS) Division in support of the WMO Disaster Risk Reduction (DRR) Programme. The incumbent will perform the following duties:

(a) Coordinate support for WMO Disaster Risk Reduction (DRR)-related programmes and activities and implementation of WMO Road Map for DRR including the Programme following MHEWS approach to build disaster resilience in Members and to contribute to Sendai Framework for DRR 2015-2030;

(b) Assist Members to identify the role of their National Meteorological and Hydrological Services (NMHSs) in the Sendai Framework for DRR to enhance their capabilities in risk identification and assessment, and MHEWS, to help inform DRR decision support mechanisms at local, national, regional and global levels. Provide Members and their NMHSs with coherent and consistent guidance, advice and assistance, as appropriate,
on how to establish national coordinating mechanisms to fulfil their mandates as regards to disaster risk reduction in the overall framework of their service delivery in line with the WMO Strategy for Service Delivery;

(c) Develop and implement the activities of the MHEWS Division as cross-cutting activities to support all WMO technical programmes, including the Global Framework for Climate Services (GFCS), that addresses the needs of Members in operational prediction, training and service delivery of disaster risk information and products, to fulfil their roles and responsibilities as regards to their activities in the field of DRR;

(d) Design and develop capacity development projects on MHEWS and DRR for Members and their NMHSs at national level, in close alignment with the WMO Quality Management System (QMS) and competency standards;

(e) Provide guidance, advice and assistance to Members and their NMHSs on developing and/or strengthening MHEWS, and on hazard cluster identification and development of quantitative thresholds to differentiate between primary and derived hazards;

(f) Develop guidelines for Members and their NMHSs to support collecting, archiving and supplying data on disasters of meteorological or hydrological origin, as well as information on the national structures and practices in DRR activities for risk monitoring and analysing, to support impact based forecasting and risk-based warnings;

(g) Provide assistance, in close liaison and collaboration with other United Nations specialized agencies, including the Secretariat of the UNISDR and partner international organizations, with relevance to the WMO contribution to the Sendai Framework for DRR;

(h) Plan and organize technical conferences, symposia and workshops on MHEWS and DRR, including training activities, and prepare resulting reports and publications; evaluate the latest scientific and technical developments in areas related to MHEWS and DRR and prepare reports and documents;

(i) Prepare documents for the WMO constituent bodies, including the World Meteorological Congress (Cg), the Executive Council (EC), technical commissions and regional associations, and provide support to their relevant working groups and other working mechanisms;
(j) Design and develop capacity development activities and projects on MHEWS to promote the International Network of MHEWS (IN-MHEWS);

(k) Provide assistance and support in developing Global Multi-Hazard Alert System (GMAS) initiative;

(l) Liaise closely with the WMO Tropical Cyclone Programme (TCP) and related activities in support of MHEWS, DRR and GMAS;

(m) Manage the work of the MHEWS Division to ensure fair distribution of roles and responsibilities of staff, resulting in effective and efficient outcomes; promote good communication, team effort and proactive planning and work scheduling;

(n) Manage and monitor the optimal use of the budget for the MHEWS Division, and in close coordination with the resource mobilization efforts of WMO, to explore and identify potential extrabudgetary funds to facilitate implementation of WMO Road Map for DRR and development of GMAS;

(o) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Masters of Science or equivalent in meteorology or hydrology or a closely related field. A Doctorate or equivalent would be an advantage.

Experience
At least 10 years of national and international progressively responsible professional and managerial experience in a National Meteorological and Hydrological Service (NMHS) or in a national agency responsible for Multi-Hazard Early Warning Services (MHEWS) and for the planning and management of DRR. Direct technical experience in hydrometeorological services targeted at disaster risk management, hazard mapping, hydrometeorological risk assessment and modelling, coupled with decision tools for DRR. Cross-sectoral and multi-agency experience in disaster risk management activities at national, regional and international levels of natural DRR as well as participation in the activities of the United Nations Office for Disaster Risk Reduction (UNISDR) would be an advantage.

Other requirements
Good understanding of disaster risk management concepts and MHEWS components and their operational application at the international, regional and national levels in support of DRR is required. Sense of responsibility, maturity of judgment, initiative and creativity. Strong supervisory, interpersonal and managerial skills. Strong project management capabilities particularly management of activities within a cross-cutting framework involving different disciplines, programmes and projects, and departments and organizations. Ability to write clear and succinct reports, documents and correspondence in English. Good understanding of WMO Programmes and activities. Ability to work in a multicultural environment and to foster diversity and team spirit.


Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 76689 (in addition to the net base salary)
