DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, GEO Secretariat,
the incumbent will perform the following duties:

(a) Analysis of the GEO Work Programme
Analyse development, revision and robustness of the multi-annual GEO Work Programme (GWP), in consultation with the GEO governance bodies including Plenary, Executive Committee and Programme Board, and the Work Programme Coordinator. Work with GWP and Programme Board to identify gaps, cross-linkages and synergies; foster collaboration and reduce duplication across the GWP; and make recommendations to Plenary and Executive Committee to address identified issues. Coordinate requests to the GEO community to identify resource commitments for the implementation, realization and evaluations of GWP activities, both financial and in-kind, by GEO Members, Participating Organizations and other third parties. Prepare and give presentations at international meetings including the GEO Plenary;

(b) Coordination and implementation of monitoring and evaluation
Coordinate and implement the monitoring of GWP activities to support annual reporting on GWP performance, periodic reporting on key performance indicators in support of Executive Committee and Programme Board, as well as for periodic evaluations of GEO's effectiveness and impact. Coordinate the design, implementation and reporting of surveys of GEO Members, GWP participants, and attendees of meetings organized by the GEO Secretariat. Oversee the development and maintenance of a comprehensive online Work Programme database, in cooperation with the GWP Coordinator and others, to improve information exchange among GEO stakeholders. Coordinate the preparation of GEO performance reports, including annual reports on progress of the GWP and reports derived from monitoring data, including key performance indicator reports. Coordinate the planning for GEO evaluations of effectiveness and impact and oversee the implementation of the evaluations;

(c) Governance Support
Support meetings and activities of the GEO Programme Board in cooperation with the GWP Coordinator and its Subgroups. Draft summary reports for major GEO governance meetings. Support the GEO Secretariat Director with operational duties, including assuming managerial responsibilities in the Secretariat, when the Director is absent from the Secretariat office;

(d) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in Business Management, Social Sciences or Natural Sciences.

Experience
At least eight years of combined national and international progressively responsible experience in programme, project and financial management, and stakeholder engagement and communications, preferably both in public and private sectors. Proven experience analyzing, interpreting and adapting a monitoring and evaluation framework.

Other requirements
High sense of integrity, responsibility, maturity of judgment, initiative and creativity. Excellent organizational, communication, presentation and interpersonal skills. Ability to analyse and evaluate scientific and technical needs and requirements. Ability to draft reports, correspondence and documents clearly and succinctly in English. Demonstrated ability to plan, organize and manage multiple workloads. Excellent knowledge of Microsoft Office applications. Familiarity with the work of the GEO Secretariat. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other working and/or official languages of the WMO Secretariat would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal within the GEO Secretariat only pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 62634 (in addition to the net base salary)
