DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, GEO Secretariat, the incumbent will perform the following duties:

(a) Establish and maintain effective communication with GEO's key climate partners, in particular the Committee on Earth Observation Satellites (CEOS), the Global Atmosphere Watch (GAW), the Global Climate Observing System (GCOS), the Global Framework for Climate Services (GFCS), the Intergovernmental Panel on Climate Change (IPCC), the World Climate Research Programme (WCRP), the World Meteorological Organization (WMO), the United Nations Environment Programme (UNEP) and the United Nations Framework Convention on Climate Change (UNFCCC). In particular, the incumbent will work to:

- Increase recognition of the value of Earth Observations (EO) within the IPCC and the UNFCCC;
- Represent GEO at the Subsidiary Body for Scientific and Technological Advice (SBSTA) Research Dialogue and at the UNFCCC Conference of Parties (COP);
- Engage GEO Members in supporting GEO's application to obtain Observer status at the UNFCCC;
- Organize side events and exhibitions at the UNFCCC COP and the SBSTA meetings;
- Support the EO contribution to the 2019 refinement of the 2006 IPCC Guidelines on National Greenhouse Gas (GHG) Inventories;
- Explore entry points for GEO to support the Paris Agreement, in particular, by following up on the materials provided by the UNFCCC;
- Support WMO's mandates associated with the Paris Agreement, including strong interaction with GCOS;

(b) Lead in planning, implementation, coordination, monitoring and evaluation of GEO Work Programme activities having climate policy needs, in order to:

- Continue the process of mapping the GEO Work Programme activities to the Paris Agreement (e.g., adaptation, mitigation, loss and damage, etc.);
- Follow-up on the outcomes of the GEO Climate Workshops;
- Foster GEO's contribution in areas where added value is expected, in particular, around climate adaptation, climate impact assessments and in the terrestrial domain;
- Develop projects around the use of Earth observations for impact assessments and adaptation;
- Promote GEO in the National Adaptation Planning processes;
- Support the Programme Board Sub-group on the Paris Agreement in developing an integrated mechanism for climate across the GEO Work Programme;

(c) Proactively engage with the GEO Carbon and Green House Gas (GHG) Initiative (GEO-C), including:

- Organize meetings of the GEO-C Steering Committee and the GEO-C Secretariat;
- Support the development of a GEO-C White Paper defining the positioning of GEO-C within the carbon observation landscape and of its objectives with respect to policy;
- Support the development of GEO-C showcases to demonstrate the added value of carbon data integration;

(d) Maintain current knowledge of progress in climate research, including progress in in-situ measurements and remote-sensing methods from space, climate modelling, and studies of climate processes focused on the atmosphere, ocean, land-surface and cryosphere;

(e) Prepare, as requested, scientific and technical statements, summaries and documents on aspects of climate research relevant to GEO;

(f) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Masters of Science or equivalent in climatology, atmospheric sciences, physics, geophysics, oceanography, applied mathematics, Earth system science or a closely related field. A Ph.D. or equivalent in an Earth system science, mathematical or physical discipline would be an advantage

Experience
At least eight years of combined national and international progressively responsible experience in relevant climate studies and global change research. Extensive experience in writing reports, proposals, documents and correspondence in English. Experience in global climate agreements and on international scientific partnerships. In-depth knowledge of at least one of the main topics of climate agenda (i.e., physical basis, mitigation, adaptation) would be an advantage. Familiarity with the procedures of international organizations and/or coordination of international scientific/technical projects would also be an advantage.

Other requirements
Ability to establish and maintain professional contacts with GEO's principal Paris Agreement partners, including the UNFCCC, the IPCC, and with other organizations involved in climate research. Demonstrated ability to write proposals and secure funding for scientific and technical, and educational meetings and conferences. Sense of integrity, responsibility, maturity of judgment, initiative and creativity. Excellent planning, organizational, communication, presentation and interpersonal skills. Proven ability to organize and implement international programme components, projects and initiatives. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other working and/or official languages of the WMO Secretariat would be an advantage. Note: The working language of the GEO Secretariat is English.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal within the GEO Secretariat only pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 52272 (in addition to the net base salary)
