DUTIES AND RESPONSIBILITIES

Subject to general directives and supervision of the Director, Administration Services (ADM) Department, the incumbent will be responsible for the management and the overall operation of the Human Resources Division (HRD) and in particular to:

(a) Develop and assess human resource management strategies, policies and the related regulatory framework;

(b) Provide authoritative advice on the interpretation and application of Staff Rules and Regulations and on correct procedures to be followed. Prepare amendments to Staff Regulations and Rules and related administrative instructions, in accordance with the Organization's policy;

(c) Provide effective and efficient recruitment services;

(d) Manage all functions related to entitlements and benefits in accordance with WMO Rules and Regulations, taking into account relevant provisions applicable in the United Nations common system;

(e) Manage all functions related to social security, including staff insurance policies and Pension Fund matters;

(f) Develop and implement appropriate staff training and development programmes in accordance with organizational needs and policies;

(g) Keep abreast of developments in human resource management policies and practices within the United Nations common system and outside it;

(h) Maintain liaison with corresponding offices of the United Nations, of the Specialized Agencies, with the United Nations Joint Medical Service and, at the appropriate level, with local authorities and Permanent Missions;

(i) Represent the Organization at inter-agency meetings dealing with human resource management matters;

(j) Manage divisional staff to ensure the efficient internal functioning of Human Resources Division and the effectiveness of the internal processes for which it is responsible, including exploiting IT supporting systems and providing statistics and other personnel data as required;

(k) Carry out any other relevant duties as required.
QUALIFICATIONS

Education
Masters degree in Human Resource Management (HRM), Psychology, Organizational Psychology, Law, Public Administration, Business Administration, Sociology, Organizational Development or International Relations.

Experience
At least 10 years of progressively responsible experience, mainly at a managerial level, in human resources management and related administrative work in an international organization within the United Nation system or in other international organizations, a governmental administration or a non-profit scientific organization with multi-cultural, international exposure. Knowledge of current organizational change management approaches and practical experience in their application. Demonstrated effectiveness in using competency-based tools and processes in the core HR functions of recruitment and selection, performance management and staff development. Experience in all areas of human resource management (recruitment and talent management, resource planning, policy and procedures, job classification, organizational design, staff development, gender and diversity, mediation and coaching,salary and benefits administration). Proven leadership and supervisory skills and demonstrated experience in team management. Relevant experience in the United Nations common system is desirable.

Other requirements
High level of conceptual and analytical capacity and facility in the preparation and interpretation of human resources policies, rules and procedures. Maturity of judgment, resourcefulness, initiative, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds. Experience working with Staff Association Committees or similar. Ability to analyze complex human resources issues and to define pragmatic solutions. Experience of managing grievance and disciplinary procedures to constructive conclusions. Very strong leadership and management skills. Strong interpersonal, communication and persuasion skills. Ability to plan, organize and direct all aspects of the work of the Human Resources Division. Ability to use Microsoft Office applications and knowledge of HR-related ERP software. Ability to write correspondence, documents and reports in a clear and concise manner. Strong presentation skills and confidence in public speaking. Good networking skills. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 59626 (in addition to the net base salary)
