DUTIES AND RESPONSIBILITIES

Responsible to the Executive Management Group (Secretary-General, Deputy Secretary-General and Assistant Secretary-General), the incumbent is accountable for the management of the Governance Services Department of the WMO for providing the requisite governance support to all WMO Secretariat departments in an effective and efficient manner. The Director is also responsible for all matters related to Language, Common and Administrative Services of WMO, and ensures that the Department carries out its work as an integral part of the Secretariat.

In the exercise of their function the Director shall:

i. Provide leadership and strategic direction of the Governance Services Department and allocate resources as necessary for the delivery of objectives in line with the overall strategy of the WMO and needs of WMO Members; lead and provide support to Congress, the Executive Council, regional associations, technical commissions related to the governance support;

ii. Plan, manage and direct the activities of the Governance Services Department including supervision of staff and management of the budget and resources with high efficiency and effectiveness; establish and manage the Governance Services Department annual objectives with measurable performance indicators, targets and deliverables; maintain close collaboration with the Directors and Heads of other WMO Departments and Offices ensuring the joint planning and support to all WMO strategic objectives relevant to the Governance Services;

iii. Lead the Secretariat support to the WMO Governing bodies and their subsidiary bodies to develop, for consideration by the Executive Council, Congress and Secretary-General, the innovative and/or change management practices, by promoting new technologies to the operations of the Department and the whole secretariat, and foster an environment which values innovation, motivation, performance, teamwork, skills development and knowledge sharing; mobilize needed resources (trust funds, in-kind contributions, hosting WMO activities and facilities, etc.) and provide support to WMO Members, through collaboration with the NMHSs and regional associations, for the WMO Governance Services;

iv. Lead the WMO Language and Common Services: work together with all departments for advising Executive Management on the cost-effective provision of language, conference, publishing and travel services; oversee the management and administration of the WMO Conference Centre and the overall work of the Conference Services; be responsible for the organization of constituent body and other meetings of WMO, either in Geneva or abroad; ensure that an efficient travel support service is available, with a view to optimizing the WMO cost efficiency and aim to be a carbon-neutral travel organization; be responsible for defining and implementing effective facilities management services in the headquarter premises;

v. Provide efficient and high-quality administrative services (including among others Human Resources, Finance and Procurement to ensure the provision of such services and advice as may be necessary for the proper management of WMO;

vi. Act as WMO leading department focal point for Managing partnerships within and outside of the United Nations system, including coordinating collaboration and Promotion of WMO externally at network meetings of the international community; develop and maintain relationships with key counterparts in the international community;

vii. Collect, compile and provide relevant information for monitoring and evaluating implementation performance and reporting based on the key performance indicators, targets and deliverables associated with WMO Governance Services;

viii. Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in Human Resource Management (HRM), Linguistics, Psychology, Organizational Psychology, Law, Public Administration, Business Administration, Sociology, Organizational Development, International Relations, or a related field.


Experience
At least 15 years of progressively responsible experience, at the national and international level, in Human Resources, Conference Services, Language Services, Publishing Services, Finance, Procurement or Legal Services is required. Proven track record in the management of multidisciplinary programmes at a senior level is a requirement. Experience of change management, managing in a multicultural work environment and of facilitating intergovernmental processes is also required.

Other requirements
Excellent presentation and communication skills. Ability to think strategically, identify key issues in complex situations and come to the core of topic quickly. Demonstrated ability to effectively lead large teams. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 117280

Annual post adjustment on initial salary is: US$ 77522 (in addition to the net base salary)
