DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Member Services and Development Department and the direct supervision of the Head, Project Coordination Unit (H/PCU), the incumbent will perform the following duties:

(a) Contribute to strengthening the coordination function of the Unit (management mechanisms, structures and practices);

(b) Support the Project Management Board (PMB) meetings and reporting;

(c) Support the enhancement of project reporting systems (e.g., using corporate information technology (IT) tools, preparation of quarterly project reports, organization of project management training across the World Meteorological Organization (WMO) and commissioning of project evaluations);

(d) Support effective interactions between service providing offices and Project Managers;

(e) Support project management improvement processes;

(f) Compile and ensure the quality of quarterly PCU project highlights report;

(g) Work closely with the Senior Coordinator, Regional and Technical Integration, on regional projects, enhancing regionalization of projects;

(h) Promote project management procedures, processes and tools, through sharing knowledge and information across departments in WMO;

(i) Liaise with all relevant staff on issues of relevance for effective project management;

(j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in public or business administration, management, economics, international relations or a closely related field.

Experience
A minimum of five years of combined national and international progressively responsible experience in technical cooperation and donor reporting, preferably in an international environment. Experience in developing project proposals, including familiarity with the logical framework approach and development of the log frame for projects. Experience preparing project budgets and monitoring and evaluation of project achievements. Excellent communicator and facilitator,
with experience in national/regional dialogues and formulation processes.


Other requirements
Experience in project management and with the application of a project management methodology as well as in planning, monitoring and evaluation. Field experience in project management, planning and coordination. Experience in setting up databases (using standard available software) would be an advantage. Good understanding of WMO programmes and activities and international organization processes. Experience with other United Nations organizations and international financial organizations. Excellent analytical, planning and managerial skills. Demonstrated responsibility, maturity of judgement and initiative. Excellent coordination, interpersonal and communication skills. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 51938 (in addition to the net base salary)
