DUTIES AND RESPONSIBILITIES

Under policy guidance of the Secretary-General of WMO and the supervision of the Director of the Cabinet Office of the Secretary-General, the incumbent is responsible for the operation of the WMO United Nations Affairs Office at the United Nations Headquarters (UNHQ), New York and for ensuring that the Office carries out its work as an integral part of the Cabinet Office and WMO Secretariat and in collaboration with the departments/offices and other regional offices of the Organization. The incumbent will perform the following duties:

(a) Keep abreast of the activities of United Nations system organizations, intergovernmental organizations and non-governmental organizations of relevance to the mandate of WMO and provide advice on WMO participation in these activities;

(b) Maintain close liaison, on matters of relevance to the Programmes and activities of WMO and National Meteorological and Hydrological Services (NMHSs), with Permanent Missions of Member States and Observer Missions to the United Nations and keep them apprised of WMO activities and contributions in support of Members' development objectives and solicit their support and recognition;

(c) Keep close liaison with international institutions in North America especially in Washington D.C. including the World Bank Group, the International Monetary Fund (IMF), the US Federal Government institutions and others including non-governmental organizations and private foundations in close cooperation with the Director of the Cabinet Office and in line with WMO External Relations and Partnership Strategy;

(d) Under the direction of the Director of the Cabinet Office of the Secretary-General represent WMO at appropriate UN meetings and conferences, in particular meetings of the United Nations General Assembly and sessions of the Economic and Social Council, as well as meetings of other relevant United Nations Commissions and bodies and propose ways and take necessary measures to promote WMO activities in these meetings;

(e) Supervise the Coordination Officer for UN Decision Support and Processes based in the UN Operations and Crisis Center UNHQ in close cooperation and consultation with the Director of Cabinet and relevant WMO Departments;

(f) Under direction from the Director, Cabinet Office of the Secretary-General, ensure appropriate and substantive follow-up on the Sustainable Development Goals (SDGs) and WMO contributions to the High-Level UN Climate Agenda and UN Development Coordination activities in association with relevant departments;

(g) Participate in the UN preparatory processes, major global and regional conferences as well as in their follow-up, while ensuring that WMO is appropriately reflected in the documentation, Declaration, Plans of Action/Implementation and Strategies;

(h) Prepare relevant reports and documentation to keep the WMO Secretariat and Members informed of developments that have implications for WMO and NMHSs;

(i) In close cooperation with the Cabinet and WMO Strategic Communications Office develop and update approaches that contribute to the image and visibility of WMO through appropriate means in close collaboration with relevant WMO Secretariat Departments;

(j) Follow-up on recommendations and outcomes of meetings of relevance to WMO;

(k) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Masters degree or equivalent in meteorology, hydrology or related geophysical sciences or a closely related field. A Ph.D or equivalent in international relations, political science, international law or related field would be an advantage.

Experience
At least 10 years of combined national and international progressively responsible experience in international multilateral cooperation in the field of meteorology, geosciences, hydrology and/or environment with relevance to the mandate of WMO. Experience working in the United Nations system, other international governmental and non-governmental organizations, development partners, regional organizations as well as in liaison with the diplomatic missions is essential.


Other requirements
Sound knowledge of WMO and in-depth understanding of WMO plans, Programmes and activities. Demonstrated excellent analytical, written and oral communication skills, including diplomatic skills in negotiating complex policy issues. Ability to represent the Organization in high-level UN meetings and fora. Demonstrated ability to foster international cooperation, build relationships and manage high-level communications with international organizations, governmental officials and other partners. Maturity of judgement, confidentiality, initiative, ability to plan, organize and manage simultaneously numerous tasks independently with minimal supervision and through collaboration with the staff in Headquarters. Ability to effectively collect, communicate and share information. Other important personal attributes required are: the highest personal and professional integrity, sense of urgency and responsibility and flexibility. Good working knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 65190 (in addition to the net base salary)
