DUTIES AND RESPONSIBILITIES

Under the supervision and guidance of the Director of the Earth System (ES) Branch, within his or her delegated authority, the incumbent will perform the following duties:

(a) Support the work of the Branch toward the implementation of the WMO Strategic Plan, especially as concerns activities within the Long-Term Goal 2: Enhanced Earth System observations and Predictions: Strengthening the technical foundation for the future;

(b) Manage and coordinate Secretariat support to: 1) integrate the WMO Observing requirements (including the Global Climate Observing Requirements through collaboration with Global Climate Observing System (GCOS)); 2) optimize acquisition of Earth system observation data through the WMO Integrated Global Observing System (WIGOS) and monitoring and information systems-related programmes and projects for the entire Earth System, with strengthened efforts to fill the critical gaps in water cycle: hydrology and within the ocean and cryosphere domains;

(c) Manage and coordinate Secretariat support to the Infrastructure Commission and its relevant Standing Committees, Study Groups and other elements of its working structure, as well as other WMO constituent bodies within the areas of hydrology and ocean and cryosphere activities;

(d) Actively work toward full integration of all earth system monitoring activities into broader cross-cutting WMO initiatives such as WIGOS, the WMO Information System (WIS) and the Seamless Global Data-processing and Forecasting System (S-GDPFS);

(e) Provide input to and participate in strategic planning discussions regarding WMO infrastructure and the role of the Infrastructure (I) Department;

(f) Support the Branch Director and the Department Director in relevant regular planning, budgeting and reporting activities;

(g) Act as line supervisor of the staff of the ESM Division, including guiding, development, training and performance assessment;

(h) Oversee the reviewing and editing of reports prepared by rapporteurs, expert teams and individual experts and others related to the activities of the Division;

(i) Liaise, as needed, with relevant other Departments in the Secretariat and with the Coordinator for Oceans and the Coordinator for Hydrology and Cryosphere regarding infrastructure-related activities for hydrology and the ocean and cryosphere domains;

(j) Foster and promote interdepartmental collaboration on topics contributing to the Long-Term Goal 2. in the WMO Strategic Plan;

(k) Foster teamwork and communication among staff both within the Division and across organizational boundaries;

(l) Represent the Organization at relevant international meetings, seminars, etc. regarding subjects within the remit of the Division;

(m) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, hydrology, oceanography or related field within the physical sciences. A Ph.D would be an advantage.

Experience
A minimum of 10 years of national and international progressively responsible experience in coordinating and managing international activities within earth system monitoring.

Other requirements
Ability to analyse and evaluate scientific and technical needs and requirements. Excellent managerial, supervisory and organizational skills. Ability to draft clear and succinct reports, documents and correspondence. Excellent knowledge of ICT skills. Sense of responsibility, maturity of judgment, initiative, and creativity. Excellent interpersonal skills. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 71032 (in addition to the net base salary)
