DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director of the Cabinet Office of the Secretary-General and the direct supervision of the Head of the Monitoring, Evaluation, Risk and Performance Unit, the incumbent will perform the following duties:

(a) Risk Management

- Develop and manage the WMO Enterprise Risk Management Framework and related processes, based on best practices for risk management;
- Facilitate the implementation and monitoring of the Enterprise Risk Management framework, including risk identification, assessment and evaluation; Review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions;
- Coordinate with Departments the assessment of risks in accordance with the principles of accountability, decentralization and simplification, which underlie the WMO management reform;
- Develop risk management tools, manuals and guidelines as well as plan and facilitate capacity-building events on risk and related topics;
- Maintain consolidated matrices of departmental, operational and strategic risks, as well as aggregated reports at the organizational level; Monitor the risks and the implementation of risk treatment plans and report on a quarterly basis to the Executive Management;
- Serve as the WMO Focal Point on the risk management framework, in collaboration with the Controller and the Internal Oversight Office (IOO).

(b) Quality Management

- Develop and manage a Quality Management Framework (processes, procedures, standards and specifications), including organization-wide standard tools, guidelines and manuals to be used by process owners;
- Develop a quality assurance process that monitors the performance of processes;
- Coordinate with the process owners the monitoring and review of process performance through key performance indicators and other means of verification (e.g., surveys) to identify bottlenecks/issues; Prepare various outputs (e.g., reports, dashboards, etc.) for executive/senior managers and the Board of Directors to facilitate the proposal of solutions/interventions;
- Provide guidance to the process owners and participate, as assigned by Executive Management, in the re-engineering/optimization of key organizational processes using best practices for continual improvement;
- Provide quality assurance in relation to planning and performance monitoring; Provide guidance and quality assurance for the WMO regulatory framework (regulations, rules, Standing Instructions, Service Notes) by reviewing drafts and coordinating the process of approval of the regulatory framework with key Department Directors and the Executive Management.

(c) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in business administration, management, economics, law, or a closely related field. Certification in business process management.

Experience
P.3: a minimum of five years / P.4: a minimum of eight years of combined national and international progressively responsible experience in the field of business administration, risk management, process management and quality assurance. Experience in an international organization is required.

Other requirements
Knowledge of the activities of WMO or other United Nations agencies. Knowledge of risk management and quality management of business processes. Legal knowledge would be an advantage. Knowledge and understanding of standard quality management and risk management frameworks and models (e.g., Six Sigma, ISO standards, COSO, PDCA management, business process management, risk management business processes, etc.). Excellent conceptual, evaluative, organizational, communication, presentation, interpersonal and analytical skills. Ability to conduct data collection and analysis using various methods and sources. Capacity to organize and conduct training on risk management, specifically on identifying and assessing risk, formulating risk treatment and control measures, etc. Demonstrated ability to plan, organize and manage multiple workloads with minimum supervision. Ability to review, draft and maintain business-specific policies. Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 45205 (in addition to the net base salary)
