DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Governance Services Department (D/GS), the incumbent will perform the following duties:

(a) Lead, supervise and carry out the work programme of the Services under his/her responsibility. Co-ordinate the work carried out by Conference and Common Services, including facilities management; Multilingual Services; Linguistic Support and Production, and the Central Service Platform that provides support to the whole WMO Secretariat; provide programmatic/substantive reviews of the drafts prepared by others;

(b) Co-ordinate and oversee the preparation of reports for presentation to the Executive Management, intergovernmental bodies and policy-making organs, as appropriate;

(c) Report on budget/programme performance or on programmatic/substantive issues, as appropriate;

(d) Manage and direct the WMO documentation and publications activities, in coordination with other Departments;

(e) Ensure that the output produced by the Services maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the Sections under his/her supervision meet the required standards before completion to ensure they comply with the relevant mandates;

(f) Assist the Director in preparing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery;

(g) Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the Services, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting;

(h) Recruit staff, taking due account of geographical balance;

(i) Manage, guide, develop and train staff under his/her supervision;

(j) Foster teamwork and communication among staff in the Services and across organizational boundaries;

(k) Lead and supervise the organization of meetings, seminars, etc. on substantive issues. Manage the substantive preparation and organization of such meetings or seminars;

(l) Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions;

(m) Represent the Department at international, regional or national meetings;

(n) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in business or public administration, finance, accounting, law, social sciences or a closely related area.

Experience
A minimum of twelve years of combined national and international progressively responsible experience in conference, common services administration, language services, human resources management, administration, logistics, financial management, budget or a related field.

Other requirements
High sense of integrity, responsibility, and maturity of judgment; ability to work autonomously; good level of initiative and creativity. Ability to plan, organize and manage multiple workloads, budgets and projects. Excellent managerial, supervisory, interpersonal and negotiation skills. Ability to draft reports, correspondence and documents clearly and succinctly in English and French. Familiarity with the work of WMO structure and activities would be an advantage. Excellent knowledge of Microsoft Office and/or other contemporary software/applications. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 106023

Annual post adjustment on initial salary is: US$ 74746 (in addition to the net base salary)
