DUTIES AND RESPONSIBILITIES
Under the supervision of the Director, Science and Innovation (SI) Department, the incumbent will perform the following duties:
(a) Collaborate, consult and support the WWRP Scientific Steering Committee (SSC) in its mission to coordinate and promote international weather research for society:
- Develop and coordinate a long-term Implementation and Science Plan on Weather Science that contributes to the long-term strategic goals to "Better serve societal needs" and "Enhance Earth system observations and predictions";
- Lead and coordinate the development of Earth System prediction research and its connection to operations;
- Review and assess the development of all elements of the WWRP, including major research projects, Forecast Demonstration Projects, Research and Development Projects, forecast evaluation methods, to formulate recommendations to the Research Board;
- Plan and oversee the management of activities undertaken by the World Weather Research Division and ensure that substantive work programmes and programmed activities are carried out in a timely fashion;
- Lead the preparation of key meetings, guidance materials, plans, evaluations and reports;
- Collaborate with the Chair of the WWRP SSC to identify new working group and expert team members in accordance with established regulations and rules ;
(b) Manage the WWRP staff to ensure that the planned work and activities are carried out in time and with high quality standard:
- Ensure adequate resources allocation for the planned work, mobilize extrabudgetary and in-kind resources and manage resources efficiently;
- Monitor and assess the performance of the staff based on the indicators of strategic objectives and provide inputs for results-based budgeting and performance monitoring;
- Provide guidance and training to staff, foster teamwork, and establish effective communication among the WWRP team and across organizational structure;
(c) Provide guidance to the Director of the Department on strategy development and the overall direction and implementation of WWRP plans:
- Provide WWRP contributions to WMO Strategic Objectives, in collaboration with other WMO research programmes where appropriate, and in consultation with the WMO Research Board;
- Prepare inputs for the work programme of the Department, identify priorities and resources;
- Provide substantial input in the preparation of position papers, decisions and reports for presentation to the Research Board, Science Advisory Panel, WMO governing bodies and policy-making organs;
- Collaborate with the Global Atmosphere Watch (GAW), the World Climate Research Programme (WCRP), the Commissions for Services and Infrastructure, the regional associations, academia, Member's institutions and other partners;
- Ensure close coordination and efficient use of resources with WCRP and GAW, in particular, with regards to enhancing seamless climate and weather predictions and projections;
(d) Maintain and foster the development of joint activities between WWRP and other research programmes under the Research Board as well as with Services and Infrastructure Technical Commissions that address the needs of Members in Earth system prediction, projection, training and service delivery;
(e) Foster effective exchange and collaboration with other relevant international research programmes;
(f) Represent WMO at inter-agency meetings, conferences, seminars, etc. on substantive weather-related issues with specific focus on Earth System science;
(g) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Ph.D or equivalent in Earth System Science, Atmospheric Physics, Meteorology, or a closely related scientific field.
|
Experience
At least 10 years of combined national and international progressively responsible experience in Earth System Science, Atmospheric Physics, Meteorology, etc. Demonstrated experience in strategy development, planning, project development, implementation and monitoring for the achievement of results and fundraising. Proven experience in coordinating multiple stakeholders for programme delivery and in organizing coordination and capacity development activities, including missions, meetings and workshops. First-hand acquaintance or previous involvement with World Weather Research activities. Proven knowledge of the procedures of international organizations and/or coordination of international scientific/technical projects would be an advantage.

Other requirements
Excellent managerial, supervisory, organizational, communication qualitative and quantitative skills. Solid coordination, interpersonal and communication skills. Demonstrated responsibility, maturity of judgement and initiative and originality of ideas. Experience organizing and managing work programmes. Ability to write clear and succinct reports, documents and correspondence. Good understanding of international organization processes including WMO programmes and activities would be an advantage. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the WMO would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
|
| SALARY AND ALLOWANCES |
Annual net base salary on initial appointment is: US$ 92731 |
Annual post adjustment on initial salary is: US$ 75112 (in addition to the net base salary) |
