DUTIES AND RESPONSIBILITIES

Under the supervision of the Head, Earth System Monitoring Division, the incumbent will perform the following duties:

(a) Assume responsibility for the planning, development and implementation of water monitoring projects in the framework of the HydroHub-WHYCOS, Climate Risk and Early Warning Sytems (CREWS), Adaptation Funds, Green Climate Fund and related programs;
(b) Support developments of the Commission For Observation, Infrastructure and Information Systems (INFCOM), especially the Standing Committees on Earth Observing Systems and Monitoring Networks, and on Information Management and Technology, and related expert teams and working groups. Support other relevant WMO bodies as appropriate;
(c) Contribute to the integration of hydrology in the Earth System approach, especially for measurement networks design;
(d) Assist the implementation of the Status component of the Hydrological Status and Outlook System (HydroSOS), supporting working groups developing data platforms and data products;
(e) Support implementation of the WMO Hydrological Information System (WHOS) in the framework of WIS (WMO Information System);
(f) Assume responsibility for providing support to the hydrological activities of at least one WMO Regional Associations;
(g) Review and edit reports prepared by experts and others related to the activities of the Division;
(h) Assist in providing support and backstopping to WMO technical assistance activities, as required, including undertaking advisory missions;
(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in hydrology, water resources, civil or agricultural engineering, geology, geography or geophysics, or a closely related field. A Ph.D in hydrology or water resources would be an advantage.

Experience
At least eight years of combined national and international progressively responsible experience in a National Hydrological Service (NHS) or similar institute in activities related to operational hydrology and water resources assessment. Solid experience in network design, equipment and operation and in the management of a Hydrological Service would be a particular advantage. Proven experience in developing and working with projects involving technical assistance.

Other requirements
Familiarity with the Programmes and activities of WMO. Sense of responsibility, maturity of judgement, initiative, originality of ideas; capacity for planning, organizing and managing work programmes. Experience in planning and organizing meetings. Excellent written and oral communication, interpersonal, analytical and managerial skills. Proven ability to draft technical reports and documentation. Good working knowledge of Microsoft Office applications. Demonstrated ability to foster international cooperation. Ability to work in a multicultural environment and to foster team spirit.

Languages
Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 63330 (in addition to the net base salary)
