DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Infrastructure (D/I) and the direct supervision of the Head, Data and Information Management Division (H/DIM), the incumbent will perform the following duties:

(a) Leading the support to the Standing Committee on Information Management and Technology (SC-IMT) in drafting regulations and guidance and in planning and implementation
activities related to development and implementation of WIS 2.0;
(b) Lead the engagement with Developing and Least Developed Countries and Small Island Developing States in the implementation of WIS 2.0 in support of their specific needs;
(c) Lead the engagement with all the WMO disciplines and activity areas to ensure that their requirements are included in WIS 2.0 architecture and implementation plan;
(d) Lead the periodical review of WIS 2.0 Demonstration Projects to ensure that they are aligned with WIS 2.0 Principles and that they are used to illustrate, evolve, validate and/or refine
the concepts, solutions and implementation approach of WIS 2.0;
(e) Monitor WIS 2.0 implementation through a set of KPIs defined by the Standing Committee on Information Management and Technology (SC-IMT);
(f) Support and facilitate the activities of expert groups or equivalent established by WMO Technical Commissions, including drafting documents, reports and guides related to data and information management;
(g) Support and facilitate the development and updating of the Manual on WMO Information System (WMO Publication No. 1060) and the Guide to the WMO Information System (WMO
Publication No. 1061) and all the Manuals and Guides relevant for WIS 2.0;
(h) Collaborate with international standard bodies and WMO Partner organizations in the development of WIS 2.0 standard practices and guidance for the benefit of WMO Members;
(i) Attend international, regional, and national meetings for consultations with colleagues in other institutions dealing with WIS and its evolution;
(j) Assist in the organization and servicing of expert group meetings, seminars, etc. on WIS;
(k) Follow intergovernmental meetings, prepare summary reports and provide substantive support, as needed;
(l) Organize training seminars/workshops for national experts addressing WIS 2.0 issues;
(m) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's or equivalent in informatics, meteorology, climatology, hydrology, oceanography or a closely related field. A degree in the area of geographical information systems would be an advantage.

Experience
At least eight years of progressively responsible experience in operational meteorology, climatology, hydrology or oceanography. Several years participating in expert teams related to information management and technology at international level. Demonstrated experience in the up-to-date practices and standards for data discovery, access and exchange. Demonstrated experience of project management. Ability to draft technical reports and documents.

Other requirements
Excellent analytical skills. Extensive knowledge of the WMO Information System (WIS) and the Global Telecommunication System (GTS), WMO Technical Regulations, and OGC and ISO standards for geographic information, metadata, search and catalogues. Demonstrated experience of working in a virtual team using GitHub or similar collaborative tools. Maturity of judgement; originality of ideas; good planning and organizational skills. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 63253 (in addition to the net base salary)
