DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Infrastructures Department (D/I) and the direct supervision of the Head, Data and Information Management Division (H/DIM), the incumbent will perform the following duties:

1) Member Platforms
a) Lead the development, integration and change management of Member Platform, including Community Platform, Observing Systems Capability Analysis and Review Tool (OSCAR) /Surface, OSCAR/Space, WMO Integrated Global Observing System (WIGOS) Data Quality Monitoring System (WDQMS), WMO Information System (WIS) monitoring system, WIS Centre Database;
b) Manage relevant Service Level Agreement with service providers and partners;
c) Support the platform users with tools and training;
d) Analyse users' requirements, contribute to the continuous evolution of the platforms.

2) Data integration and analysis
a) Prepare data analysis reports to inform Members, Executive Management and Program managers;
b) Monitor overall quality of the platforms, user behavior, address systematic quality issues, provide feedback and guidance to users;
c) Facilitate, develop tools for, data integration between platforms, and with UN system partners platforms.

3) Implementation of WIS 2.0
a) Support relevant Standing Committee on Information Management and Technology (SC-IMT) expert teams, and assist in the organization and servicing of expert meetings and seminars;
b) Support Members in development, test and operational implementation of the WIS 2.0 functional architecture and protocols.

4) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in informatics, meteorology, climatology, hydrology, oceanography or a closely related field.

Experience
At least eight years of progressively responsible experience in operational meteorology, climatology, hydrology or oceanography. Several years participating in expert teams related to WIS and WIGOS at the international level. Demonstrated experience in software development. Ability to draft technical reports and documents.

Other requirements
Excellent analytical skills. Extensive knowledge of software engineering, WMO Technical Regulations, and Open Geospatial Consorium (OGC) and International Standardization Organization (ISO) standards for geographic information, metadata and catalogues. Data-analysis and programming skills (e.g. Python). Demonstrated experience of working in a virtual team using GitHub or similar collaborative tools. Maturity of judgement; originality of ideas; good planning and organizational skills. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 63253 (in addition to the net base salary)
