DUTIES AND RESPONSIBILITIES

Under the supervision and guidance of the Secretary, Intergovernmental Panel on Climate Change (S/IPCC), the incumbent will perform the following duties:

(a) Analyse existing business processes and propose to senior management ways to optimize and improve efficiency; Based on the requirements, design and implement complex enterprise applications for the Secretariat, 4 TSUs, TFI, Bureau, authors, Government and Observer Focal Points and the Panel; Participate in Change Management process with the Web Team;
(b) Supervise the IPCC website, coordinate with the IPCC Web Team, provide guidance on the design and implementation of cross-Working Group/TFI IPCC website and microsites; Prepare the IT Strategy and its Implementation Plan; Contribute to cross-working group lessons learned exercise for continuous improvement of applications, virtual meetings and logistics;
(c) Supervise the work of staff managing IT, website, meetings and logistics within and outside the IPCC Secretariat;
(d) Manage the migration and archiving of information from the TSUs for knowledge transfer and continuity at the end of each assessment cycles; Advice new Co-Chairs on IT, resources and infrastructure during the establishment of new TSUs;
(e) Provide technical and logistics support to the communications team, including technical and IT aspects of press conferences, outreach activities and social media platforms;
(f) Handle Project Management activities on IT and non-IT products; Interact with stakeholders both within and outside the Secretariat; Ensure milestones are met within the deadline and cost;
(g) Manage logistical, technical, cost, resource and design aspects of IPCC participation in major conferences including UNFCCC COPs; Coordinate with WMO, other UN agencies and partners in setting up the pavilion and programmes;
(h) Test and procure platforms to host virtual meetings of the IPCC, including that of the ExCom and the Bureau; Advice the Secretary, senior management and the Executive Committee on the options, modalities and solutions; Plan and prepare for large meetings; Supervise and train staff members before and during the sessions; Co-ordinate with other Working Groups and other UN agencies on the lessons learned;
(i) Provide IT and logistics support to the Synthesis Report TSU; Support the Head of the TSU and the IPCC Chair to host Core Writing Team (CWT) meetings; Provide support to CWT authors;
(j) Prepare logistics for IPCC plenaries, including Working Group Sessions in coordination with the Working Group Technical Support Units and WMO conference staff, Sessions of the Panel, Bureau meetings, Scoping meetings, and Synthesis Report Core Writing Team meetings; Preparation of a Conference Requirements Checklist, coordination with the hosts, allocation of tasks and supervision of Secretariat and local staff before and during the meetings;
(k) Participate in meetings of the Operations Actions Team and contribute in the preparation and update of the Strategic Planning Schedule of the IPCC for each assessment cycle;
(l) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Masters Degree in Computer Science.

Experience
At least eight years of progressively responsible experience in Internet-based project management, database design and management, website design and maintenance, IT-supported communication and coordination of decentralized institutions. Proven experience in working with design applications and other visual tools. Experience in a scientific technical environment would be advantage.

Other requirements
Good knowledge of information technology frameworks and advanced collaboration platforms. Integrated approach for logistics and effective management of time and resources with good understanding of core IPCC business involving overlapping and strict deadlines. Advanced knowledge of different project management methodologies with strong planning and communication skills. Advanced understanding of IT security and associated risks for web based systems and infrastructure. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 57994 (in addition to the net base salary)
