DUTIES AND RESPONSIBILITIES

Under the overall policy guidance of the Deputy Secretary-General in the context of oversight of water and cryosphere activities and under the direct supervision and overall guidance of the Coordinator, Water and Cryosphere, the incumbent will perform the following duties:

(a) Develop, implement and evaluate activities in support of the water and climate coalition and the WMO Global Hydrological Status and Outlook System (HydroSOS); monitor and analyse activity of the water and climate coalition and HydroSOS; lead the development of the water and climate coalition status report; identify problems and issues related to the coalition's working arrangements and initiate corrective actions; liaise with the members of the water and climate coalition and ensure follow-up actions;

(b) Perform consulting assignments, in collaboration with the Coordinator, Water and Cryosphere and, the Services (S) and Infrastructure (I) Departments and the regional offices; plan and implement regional water and climate fora and workshops and assist in developing the action plan for the coalition and regional hydrological action plans including the organization of high-level events;

(c) Research, analyse and present information gathered from diverse sources for information and communication purposes;

(d) Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to the water and climate coalition;

(e) Generate survey initiatives; design data collection tools; review, analyse and interpret responses, identify problems/issues to support and guide monitoring of water and climate action and HydroSOS implementation;

(f) Organize and prepare written outputs for the water and climate leaders, e.g. draft background papers, analysis, sections of reports and studies and inputs to publications;

(g) Provide substantive backstopping to consultative and other meetings and conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;

(h) Initiate and coordinate outreach activities; conduct training workshops and seminars; make presentations on assigned topics/activities;

(i) Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and draft mission summaries;

(j) Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme and programme budget);

(k) Generate funding proposals relevant to the water and climate coalition and the HydroSOS, especially at regional scales and liaises with donors and partners under the guidance of the Coordinator, Water and Cryosphere;

(l) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in hydrology, hydrometeorology, physics or a related or relevant field.

Experience
A minimum of eight years of progressively responsible experience in water resources management, hydrology, project or programme management or related area. Experience with international processes and hydrology at international level is an asset.

Other requirements
Familiarity with the Programmes and activities of WMO. Sense of responsibility, maturity of judgement, initiative, originality of ideas. Ability to plan, organize and manage work programmes including planning and organizing large meetings and international projects in cooperation with national and international research programmes and partners. Excellent written and oral communication, interpersonal and analytical skills. Good working knowledge of Microsoft Office applications. Proven ability to draft reports, documents and correspondence. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 60005 (in addition to the net base salary)
