DUTIES AND RESPONSIBILITIES

Under the supervision of the Director of the Cabinet Office of the Secretary-General (CSG), the incumbent will support the analysis and provision of economic financial information and statistics on the societal benefits and magnitude of national and multilateral investments in Hydro-meteorological Services, climate adaptation and early-warning. Preparation of key datasets, reports, research papers, presentations and score cards to be used by senior leadership with politicians on the value of investing in services and the impacts for governments. The incumbent will perform the following duties:

(a) Compile and present data and statistics on the magnitudes of economic damage from extreme weather and disasters and cost benefit analysis of positive investments in early warning systems and observational infrastructures and information to the public. Advise/Liaise with National Meteorological and Hydrometeorological Services on the economic impact and cost-benefits of investments. Develop economic analysis, lead/participate in the identification of new or emerging development issues related to international investment for development for weather, climate and water services of potential concern to the international community, particularly those of a regional or global nature. Conceive, plan and manage expert group meetings, seminars and similar consultations that contribute to the finalization of the work outputs;

(b) Liaise with key institutions such as the World Bank, the International Monetary Fund (IMF), the Organisation for Economic Co-operation and Development (OECD), the European Commission and national ministries/finance and development agencies;

(c) Support and enhance the World Meteorological Organization (WMO) strategic initiatives and work closely in a cross-cutting way with technical departments, regional offices and political liaison offices in New York and Brussels to ensure the economic justification and societal benefits for investments in WMO are well elaborated and supported at the political level. Collaboration with the United Nations (UN) Department of Economic and Social Affairs, and prepare WMO inputs to the Economic and Social Council;

(d) Close cooperation with the Cabinet Office Monitoring, Evaluation, Risk and Performance (MERP) Unit on dashboards and metrics in support of WMO priority strategic initiatives. Close cooperation with the WMO Strategic Communications Unit together with WMO technical departments and Regional Offices;

(e) Close cooperation with the public private sector engagement office on innovative hybrid/mix financing models;

(f) Organize and convene an expert contact group of economic advisers from key institutions and to advise/contribute on the planning and implementation of major projects; and

(g) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in economics and/or financial statistics and socio-economic impacts/benefits preferably in an environmental technical domain. A Ph.D or equivalent would be an advantage.

Experience
At least 10 years of national and international progressively responsible experience in analysing economic and societal impact and benefits information from international/intergovernmental organization and/or national ministry and/or private sector. Application of economic principles/analysis in technical/development programmes, such as climate, weather and water or related area is an advantage.

Other requirements
Evidence of peer reviewed publications/academic and policy papers and official publications at the national or international level, evidence of professional application of research results. Ability to transform highly complex information into useable and understandable messages and guide planning decisions and engagements of high-level officials. Demonstrated ability to foster international cooperation, build relationships and manage high-level communications with international organizations, governmental officials and other partners. Maturity of judgement, confidentiality, initiative, ability to plan, organize and manage simultaneously numerous tasks independently with minimal supervision and through collaboration with the staff in Headquarters. Managerial and supervisory skills. Ability to effectively collect, communicate and share information. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 92731

Annual post adjustment on initial salary is: US$ 71959 (in addition to the net base salary)
