DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director of the Science and Innovation (D/SI), the incumbent will perform the following duties:

(a) Coordinate resource mobilization activities relevant to the WMO research priorities with particular focus on the regional needs and benefits;

(b) Assist with identification of and development of funding opportunities and proposals in support of the Global Atmosphere Watch (GAW), the Global Atmosphere Watch (WCRP), the World Weather Research Programme (WWRP) with a particular focus on the needs/recommendations of the Research Board;

(c) Assist the Heads of Divisions with the tracking, monitoring and management of a portfolio of extrabudgetary activities and projects;

(d) Support organization of training and capacity development activities of the research programmes in collaboration with the Education and Training Office of the Member Services and Development (MS) Department and engages with the Early Career Scientist community;

(e) Assist in the development and coordinate extrabudgetary projects in support of Integrated Global Greenhouse Gas Information System (IG3IS) and promote IG3IS resource mobilization strategy;

(f) Contribute to Horizon Europe Mission "Adaptation to Climate Change" and development of 2030 solutions;

(g) Collaborate with the Head, WMO European Union Affairs Office on funding opportunities with emphasis on research;

(h) Assist in preparation of reporting for donors, external auditors and co-sponsors;

(i) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in Weather Science or a related field (Earth System Science, Meteorology, Oceanography, Climatology, Hydrology). A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience
A minimum of five years of combined national and international progressively responsible experience in project or programme management, administration or related area. Formal qualification or equivalent experience in scientific communication, knowledge brokering and stakeholder engagement. Experience with the United Nations system would be an advantage. Experience writing reports, documents and correspondence. Maturity of judgement, initiative and tact. Excellent organizational, communication and interpersonal skills. Good working knowledge of Microsoft Office applications.

Ability to plan, organize and manage the work with minimum supervision. Ability to draft clear and succinct communication items, reports, documents and correspondence. Maturity of judgement, initiative and creativity. Excellent analytical, communication and interpersonal skills. Excellent knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 51169 (in addition to the net base salary)
